�� <br />AN ORDINANCE <br />TO AMEND AND REORDAIN CHAPTER 27, AS AMENDED, <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />BY ADDING SECTIONS 27-14.1 AND 27-21.1 <br />RELATING TO ANNUAL FINANCIAL REPORTING BY TAXICAB <br />OPERATORS AND CONSIDERATION OF CHANGES IN <br />ESTABLISHED TAXICAB FARES. <br />1. BE IT ORDAINED by the Council of the City of Charlottesville, <br />that Chapter 27, as amended, of the Code of the City of Charlottes- <br />ville, 1976, is amended by adding Sections 27-14.1 and 27-21.1, as <br />follows: <br />Section 27-14.1. Financial reports. <br />(a) Every person or business entity licensed to operate one <br />or more taxicabs in the city shall annually file with the city <br />manager a financial statement, in form prescribed by him, reflecting <br />the results of such taxicabs' operation during the proceding twelve <br />• month period. Such statement shall be filed on or before May 1st <br />of each calendar year, or in the case of persons operating on a <br />fiscal year ending at some date other than December 31st, within <br />four months following the end of such fiscal year. Any such person <br />having a fiscal year ending on a date other than December 31st shall <br />advise the city manager of such date within thirty days of the <br />adoption of this ordinance, or when applying for his registration <br />as requiredy by §§27-2 and 27-3. <br />(b) The city council finds and declares that taxicab operators <br />having annual gross receipts of $50,000.00 or more have a more <br />significant impact on the health, safety and welfare of the public <br />and are more accurately indicative of actual costs and revenues for <br />purposes of establishing city-wide taxicab rates than other taxicab <br />operators. Accordingly, the annual financial statement required <br />by subsection (a) of this section for each such operator having <br />annual gross receipts of $50,000.00 or more shall be independently <br />audited by a certified public accountant. <br />(c) The city manager may direct the chief of police to <br />suspend the vehicle registrations, issued under section 27-2 of this <br />chapter, of any operator whose annual financial report is more than <br />thirty days overdue. <br />0 <br />
