The amounts assessed pursuant to Section 4 hereof shall <br />be billed to the owners of such properties and charged to and collected by <br />the City Treasurer in the manner prescribed by law. Such amounts shall be <br />payable on or before March 1, 1981; provided that the owner of any such <br />property may elect to pay one-tenth of the amount of such assessment on or <br />before March 1, 1981, and one-tenth on or before March 1 in each of the <br />next succeeding nine years. In the event any installment of such assessment <br />is not paid on or before March 1 the owner shall incur a penalty of five per <br />•centum of the amount of such delinquent installment. In the event any owner <br />of such property elects such installment method of payment, or otherwise <br />fails to pay the entire amount thereof on or before March 1, 1981, the <br />Treasurer shall also charge and collect interest on the remaining unpaid <br />balance thereof and any penalties, at the rate of six per centum per annum <br />from such date until the entire amount has been paid in full. <br />SECTION 6. The amount of each such assessment with applicable penalties <br />or interest shall constitute a lien on the property against which it is <br />levied until paid in full. The City Attorney is hereby authorized and <br />directed to record a copy of this ordinance in the judgment lien docket of <br />the Clerk's Office of the Circuit Court as provided by 515.1-247 of the <br />Code of Virginia, to perfect such liens. <br />SECTION 7. If any part, section, clause or phrase of this ordinance, <br />• or any individual assessment levied hereby, is declared to be unconstitu- <br />tional or invalid for any reason, such decision shall not affect the <br />validity of any other portion hereof. <br />SECTION 8. This ordinance shall be effective immediately upon its <br />adoption. <br />
