Pg. 9 <br />• When the estimated cost exceeds five thousand dollars, the permit <br />fee shall be ninety dollars, plus two dollars for each additional <br />one thousand dollars or fraction thereof, but in no event exceeding <br />fifteen hundred dollars. The estimated cost shall include labor and <br />material involved in the installation or replacement of all electrical <br />wiring systems and appliances. <br />(b) All such electrical permits shall be issued upon payment <br />of a fee based on the estimated total physical value as hereinabove <br />set forth. Upon completion of the work for which such a permit is <br />issued, an accurate statement of the actual cost thereof shall be <br />furnished to the building official by the party to whom the permit <br />was issued. An adjustment of the difference between the fee properly <br />chargeable, based on the actual cost, and the fee paid, based on the <br />estimated total physical value, shall then be made. If the actual <br />cost exceeds the estimated cost, the party to whom the permit was <br />issued shall pay the difference in the fee; if the actual cost be less <br />than the estimated cost, then the city treasurer is hereby authorized, <br />upon request of the building official, to refund to the party who <br />paid the estimated fee, such portion thereof as constitutes an over- <br />payment. <br />• (c) During the period from December 15 of one year to March 15 <br />of the next year, a permit for early electrical service in <br />residential construction that will be heated solely by electricity <br />(including pumps) shall be issued upon the payment of a fee of ten <br />dollars in addition to whatever fee may be due as already set forth <br />in this section. An application for such a permit shall be made to <br />the building official on forms prescribed by him or her. <br />Section 5.05-21. Annual permits and fees. <br />Persons employing certified level one electricians on a regular, <br />full-time basis may, in lieu of proceeding under section 5.05-20, <br />elect to apply for an annual electrical permit; provided, that all <br />electrical work for which such an applicant is responsible is done <br />by such certified electricians and is inspected by the inspections <br />division of the public works department. The fee for such a permit <br />shall be determined by the building official on a case-by-case basis, <br />depending on the amount and value of the electrical work which an <br />applicant expects to do during the permit year. Any such fee may be <br />subject to review and adjustment upward or downward, as necessary, <br />at the end of the permit year. Before issuing such an annual <br />permit, the building official may require an applicant to furnish <br />• evidence reasonably necessary to allow such official to determine <br />that the applicant is qualified for such a permit and to establish the <br />appropriate fee. <br />
