• Section 24-20.1. Application processing and issuance of permits. <br />(a) The director of public works shall evaluate the permit <br />application and determine the need for issuing a permit. If a permit <br />is required, the application shall be forwarded to the Rivanna Water <br />& Sewer Authority for review. A draft permit may be issued within <br />sixty (60) days after all data required by this article have been <br />Furnished to and accepted by the executive director of the Authority <br />and the director of public works. The applicant shall then be <br />allowed a comment period of thirty (30) days. Upon the expiration <br />of the comment period, or upon the expiration of ninety (90) days <br />from the date the data have been furnished and accepted, the executive <br />director of the Authority and the director of public works shall <br />issue or deny a permit. <br />(b) A permit may contain appropriate restrictions. <br />Issuance of a permit shall not relieve the discharger from <br />complying with all applicable laws, regulations and ordinances <br />promulgated by government authority nor shall the issuance <br />of a permit be construed as a representation by the executive <br />director of the Rivanna Water & Sewer Authority and/or the <br />director of public works that the discharge permitted therein <br />complies with such laws, regulations and ordinances. No <br />• permit is transferable. <br />Section 24-20.2. Denial of a permit. <br />Should the waste from an applicant's operations not meet the <br />requirements of this article, issuance of a permit and the right to <br />discharge such waste into the sanitary sewer system shall be denied <br />until the applicant, at its expense, has employed methods and <br />processes of pretreatment as will render the waste admissible to <br />the sanitary sewer system in accordance with this article. Neither <br />the City nor the Rivanna Water & Sewer Authority shall <br />specify, suggest or recommend equipment, structures or arrange- <br />ments comprising the pretreatment processes. The methods and <br />procedures of the pretreatment to be employed shall be reviewed and <br />approved using the procedure provided in sections 24-19 and 24-20.1 <br />of this Code for processing permit applications. If pretreatment is <br />required, approval of discharge of industrial wastes shall be given <br />on the basis of satisfactory performance of pretreatment processes. <br />49 <br />
