(b) Permit holders shall be informed of any proposed changes in <br />their respective permits at least sixty (60) days prior to the <br />• <br />effective date of change and shall be allowed a comment period <br />relating to any of the proposed changes in their permits within <br />the first thirtv (30) days after issuance of such proposed changes. <br />(c) Dischargers shall be allowed a reasonable period of time <br />to comply with any required changes in their permits. Nothing shall <br />preclude the executive director of the Rivanna Water & Sewer <br />Authority and the director of public works from taking immediate <br />action, however, to modify a permit temporarily when there is <br />imminent risk of injury to the sewerage system or to the health and <br />welfare of the public or to the environment. <br />Section 24-20.6. Separate permits required. <br />A separate permit shall be required for each wastewater connec <br />discharging, directly or indirectly, into the sewerage system. For <br />each discharger having multiple connections at a single plant or <br />facility, a single permit shall be required which may set forth <br />special effluent limitations and conditions for discharge from <br />each separate connection. <br />Section 24-21. Measurement of volume. <br />• The volume or quantity of industrial waste discharged by <br />any person into the sanitary sewer system shall be measured by <br />one or more of the following methods: <br />(a) If the volume of waste water gredueed used by any person <br />in his industrial or process operations is substantially the same <br />as the volume of water purchased from the City, then the volume <br />of water purchased shall be considered to be the volume of waste <br />discharged. <br />(b) If;-in-the-estebiish�ent-af-enp-gersex-d3seharg}ng <br />4adnstriei-waste-rate-the-seaitery-sewer-systems; a substantial <br />portion of the water purchased from the City is used fer-gnrgeses <br />remiting-in-Wermer-demestie-sewage;-fer-eee}rag-gargeses;-er <br />for purposes that do not require the discharge of such used water <br />to the sanitary sewer system, such person shall, at his its own <br />expense, either: <br />(1) iInstall a meter of design approved by the executive <br />director of the Rivanna Water & Sewer Authority and the director <br />of public works er-his-designee on the water supply line to his <br />such industrial and/or process operations_ or <br />49 <br />tion <br />
