4b} A-eharge-eevering-the-uindnstrial-shareu-e£-eapital <br />improvements-fer-waste -water <br />-treatment-ineurre&-bp-the-Rivanne <br />Water-an&-Sewer-Astheritp-as-defined-bp-epplieable-fe�erel <br />• regulatiens- <br />is <br />-(e} (2) A charge covering the costs incurred by the Rivanna <br />Water & Sewer &Authority er-its-agent in sampling and analyzing <br />such discharge ef-waste-er-pellntants. <br />(b) Such surcharges shall be shown separately on the regular <br />bill rendered to the proper person each month by the director of <br />finance. The discharger shall pay the-snreharges in accordance <br />with practices existing for payment of regular sewer charges. <br />(c) The City shall remit to the Rivanna Water & Sewer Authori <br />each month that part of the surcharge attributable to the increased <br />operating and maintenance costs incurred by the Authority in <br />treating the waste. <br />(d) the-aatheritp-map-a�jnst-snreharges-€rem-time-te-time <br />to-re€}eat-ehanges-in-the-eharaeteristies-e€-snob-waste-water-based <br />open-the-resxlts-e£-sampling-and-testing;-es-previ�e�-£er-in- <br />seetlen-24-437 The Rivanna Water & Sewer Authority shall review, <br />at least annually, the basis for determining charges and shall <br />adjust the unit treatment costs to reflect increases or decreases <br />in wastewater treatment costs based upon the Authority's adopted <br />(e) Charges for the disposal of off-site and septic tank <br />wastes as provided for in section 24-14.3 of this Code shall be <br />paid by the permit holder directly to the Rivanna Water & Sewer <br />Authority in accordance with the current schedule and conditions <br />contained in the letter of acceptance. Acceptance of domestic <br />septic tank wastes is further subject to the advance purchase <br />from the Authority, and surrender to the operator on duty, of a <br />coupon upon delivery for disposal. <br />Section 24-25. Repealed. <br />Section 24-26. Confidential information. <br />Discharger information and data obtained from reports, <br />questionnaires, permit applications, permits, monitoring programs <br />and inspections shall be available to the public or other govern- <br />ment agency without restriction unless the discharger specifically <br />requests non -disclosure and demonstrates to the satisfaction of <br />the Rivanna Water & Sewer Authority that the release of such <br />information would ivu ge in ormation, processes or methods <br />• of production entitled to legal protection as trade secrets of <br />the discharger. The physical chemical characteristics of a dis- <br />charger's wastewater, however, will not be recognized as confidential <br />information or as a trade secret. <br />
