(b) Such surcharges shall be shown separately on the regular bill rendered to the proper person each month by the director of finance. The discharger shall pay the-snreharges in accordance with practices existing for payment of regular sewer charges. (c) The City shall remit to the Rivanna Water & Sewer Authori each month that part of the surcharge attributable to the increased operating and maintenance costs incurred by the Authority in treating the waste. (d) the-aatheritp-map-a�jnst-snreharges-€rem-time-te-time to-re€}eat-ehanges-in-the-eharaeteristies-e€-snob-waste-water-based open-the-resxlts-e£-sampling-and-testing;-es-previ�e�-£er-in- seetlen-24-437 The Rivanna Water & Sewer Authority shall review, at least annually, the basis for determining charges and shall adjust the unit treatment costs to reflect increases or decreases in wastewater treatment costs based upon the Authority's adopted (e) Charges for the disposal of off-site and septic tank wastes as provided for in section 24-14.3 of this Code shall be paid by the permit holder directly to the Rivanna Water & Sewer Authority in accordance with the current schedule and conditions contained in the letter of acceptance. Acceptance of domestic septic tank wastes is further subject to the advance purchase from the Authority, and surrender to the operator on duty, of a coupon upon delivery for disposal. Section 24-25. Repealed. Section 24-26. Confidential information. Discharger information and data obtained from reports, questionnaires, permit applications, permits, monitoring programs and inspections shall be available to the public or other govern- ment agency without restriction unless the discharger specifically requests non -disclosure and demonstrates to the satisfaction of the Rivanna Water & Sewer Authority that the release of such information would ivu ge in ormation, processes or methods • of production entitled to legal protection as trade secrets of the discharger. The physical chemical characteristics of a dis- charger's wastewater, however, will not be recognized as confidential information or as a trade secret.
