Section 4-25. impoundment of unvaccinated dogs and cats. <br />(a) It shall be the duty of the officials charged with the <br />enforcement of this article to impound in the City pound any dog <br />or cat which has not been vaccinated as provided in section 4-18 <br />of this Code. Such dog or cat shall be held in the pound for a <br />period of not more than five (5) days, unless the dog or cat is <br />rabid or suspected of being rabid, in which case the dog or cat shall <br />be held for further observation or destroyed humanely upon author- <br />ization of a licensed veterinarian or any person charged with the <br />enforcement of this article. <br />(b) Any dog or cat impounded under this section which is not <br />rabid or suspected of being rabid may be redeemed by the owner at <br />any time within five (5) days after the impoundment, by paying the <br />licensing and vaccinating fees and any other fees or fines that may <br />be required by the city or the pound before release of the dog or cat. <br />Section 4-26. Humane destruction of animals. <br />Nothing in this article shall prohibit the humane destruction <br />of a seriously injured or sick animal; provided, that arrangements <br />be made with the health district for examination of the animal's <br />head for rabies. <br />Section 4-27. Emergency declaration of quarantine. <br />When, in the judgment of the director of the Thomas Jefferson <br />Health District, an emergency exists in the City, due to a rabies <br />epidemic, the City Council, for the protection of the public health, <br />may declare a quarantine in the City, and restrict all dogs and <br />cats to their owners' premises or require them to be leashed under <br />restraint of their owners in such a manner that persons or animals <br />will not be subject to the danger of being bitten by them, effective <br />immediately upon the declaration by the City Council. Such declaratio; <br />shall be operative for a period of thirty (30) days, but may be <br />renewed by the City Council as necessary. <br />Section 4-28. Concealing or withholding an animal to prevent <br />its destruction or confinement under this article. <br />It shall be unlawful for any person to conceal or withhold any <br />in accordance with this article. <br />40 <br />
