Section 4-29. Transportation, har skunks and raccoons and sale of ted. The transportation or importation of foxes, skunks and raccoons from other jurisdictions into the City, and the sale of foxes, skunk and raccoons in the City, are prohibited. It shall be unlawful for any person to confine or keep any fox, skunk or raccoon as a pet or otherwise, except as specifically provided in this article. Section 4-30. Violation of article. (a) A violation of any provision of this article shall con- stitute a Class IV misdemeanor. (b) Should any person who owns or controls a dog or cat fail or refuse to comply with any of the provisions of this article or with any instructions given by the animal control officer, a veterinarian, a health district representative or other appropriate official, pursuant to this article, the animal control officer may take such dog or cat immediately into custody and confine it in the city pound and the person owning or controlling such dog or cat shall then be summoned forthwith by the animal control officer to appear in the general district court where the matter shall be heard as all other matters are heard on criminal warrants. Upon finding that such person either owns or controls a dog or cat and has failed or refused to comply with any provision of this article or with instructions properly given pursuant to this article, the judge in addition to any sentence which he or she may impose for conviction of a Class IV misdemeanor, shall order any confinement o_f the animal appropriate under the circumstances and pursuant to this article, and shall order the convicted person to pay for any reauired vaccination, license and/or confinement -related expenses. Section 4-31. Enforcement of article. The provisions of this article shall be enforced by the po department through the animal control officer and other persons designated by the chief of police or by City Council.
