5. <br />Section 31-139.5. Downtown board of architectural <br />• review - created. <br />For the purpose of making effective the provisions of this <br />article relating to the downtown architectural design control <br />district there is hereby created a downtown board of architectu <br />review. <br />Section 31-139.6. Same - Powers and duties. <br />The downtown board of architectural review shall Dass <br />the appropriateness of exterior architectural features of buildings <br />and structures and their surroundings hereafter erected, reconstructed <br />altered or restored in the downtown architectural design control <br />district wherever such exterior features are subject to public view <br />from a part of any public street or place within that district. All <br />plans, elevations and such other information deemed necessary by the <br />board to determine the appropriateness of the exterior features of <br />such buildinas shall be made available to the board by the aoolicant <br />sucn c <br />t. <br />[R <br />(b) The board, in passing upon the appropriateness of exterior <br />architectural features, shall adhere to the purposes set forth in <br />• section 31-126 and shall consider among other things the general <br />design of buildings or structures which shall be harmonious with the <br />architectural character of the buildings, structures, and places <br />within the DADC district. <br />(c) The board shall not consider structural details, interior <br />arrangements or features not subject to public view from a part of <br />any street within the district. <br />(d) The board shall impose such requirements as it may deem <br />appropriate to ensure that development will be compatible with the <br />district. <br />Section 31-139.7. Same - Number and qualifications of members. <br />(a) The downtown board of architectural review shall be composed <br />of six members appointed by the city council. <br />(b) Of the members, one shall be a member of the city planning <br />commission, one a member of the board of architectural review, one <br />a property owner in the DADC district, one a licensed architect livil <br />in or having an office in either design control district, one a <br />• member or representative of Downtown Charlottesville, Incorporated <br />or its successor in function, and one a resident of Charlottesville. <br />
