Any comments by the board of <br />architectural review on a special permit request in an <br />architectural design control district shall be made in <br />writing no later than twelve days prior to the date of the <br />public hearing and any such comments shall be made part of <br />the public hearing record. Restrictions on demolition or <br />removal. <br />(a) No demolition or removal of any landmark or structure <br />specified in §31-127.2 shall begin until the owner or agent of such <br />structure or site has first submitted an application in accordance <br />with division 3 of this article to the appropriate board ef-erehstee- <br />turaf-review and the board has approved a certificate of appropriate- <br />ness for such activity. <br />• (b) Upon receipt of an application the appropriate board of <br />areh4wteetarel-review shall have sixty days to either approve such <br />application and issue a certificate of appropriateness, or find the <br />preservation and protection of historic and architectural places and <br />the public interest will best be served by requiring the owner to <br />postpone such demolition and make a bonafide offer to sell such <br />structure and the land pertaining thereto at a price reasonably <br />related to its fair market value. Such offer of sale shall be made <br />to the City, or to any person, firm, corporation, government or <br />agency thereof which gives reasonable assurance that it is willing <br />to preserve and restore the landmark, building, site or structure and <br />lands pertaining thereto. The time during which such offers to sell <br />shall remain open shall be as follows. <br />3 months when the offering price is less than $25,000. <br />4 months when the offering price is greater than <br />$25,000 but less than $40,000. <br />5 months when the offering price is greater than <br />$40,000 but less than $55,000. <br />6 months when the offering price is greater than <br />$55,000 but less than $75,000. <br />7 months when the offering price is greater than <br />$75,000 but less than $90,000. <br />• 12 months when the offering price is greater than <br />$90,000. <br />if such bonafide offer is unaccepted after the designated time <br />
