9. <br />period the owner shall be permitted to demolish such structure as a <br />• matter of right. <br />Section 31-141. Maintenance and repair required. <br />Neither the owner of nor the person in charge of a structure or <br />site in any of the categories set forth in §31-127.2 shall permit such <br />structure, landmark, or property to fall into a state of disrepair <br />which may result in the deterioration of any exterior appurtenance or <br />architectural feature so as to produce or tend to produce, in the <br />judgment of the board of architectural review a detrimental effect <br />upon the character of the district as a whole or the life and character <br />of the landmark, structure or property in question, including but not <br />limited to: <br />(a) The deterioration of exterior walls or other vertical <br />supports; <br />(b) The deterioration of roofs or other horizontal members; <br />(c) The deterioration of exterior chimneys; <br />(d) The deterioration or crumbing of exterior plasters or <br />mortar; <br />(e) The ineffective waterproofing of exterior walls, roofs and <br />foundations, including broken windows or doors; <br />• (f) The peeling of paint, rotting, holes and other forms of <br />decay; <br />(g) The lack of maintenance of surrounding environment, e.g. <br />fences, gates, sidewalks, steps, signs, accessing structures and <br />landscaping; <br />(h) The deterioration of any feature so as to create or permit <br />the creation of any hazardous or unsafe condition or conditions. <br />The enforcing officer shall give notice by certified or registered <br />mail of specific instances of failure to maintain or repair. The <br />owner or person in charge of such structure shall have sixty days to <br />remedy such violation; provided that the appropriate board of <br />areb}teetnral-ree#eW, upon request may allow an extension of up to <br />sixty days to remedy such violations. Thereafter, each day during <br />which there exists any violation of this section shall constitute a <br />separate violation and shall be punishable as provided in article <br />XXVIII of this chapter. <br />Section 31-142. Preapplication studies and <br />conferences. <br />Prior to the formal submission of a proposed plan of erection, <br />demolition, alteration, or removal of buildings controlled by this <br />• article, the applicant or his representative shall hold a conference <br />with the chairman of the applicable board of-erehiteetersl-review <br />or his authorized agent concerning the proposed plan of action and <br />
