• <br />• <br />11. <br />specifications and, if approved, shall issue a certificate of appro- <br />priatenes-q therefor, with or without conditions, or with such modifi- <br />cations of the plans and specifications as the board deems necessary <br />to execute the purposes as declared in section 31-126 and to require <br />compliance with the regulations and restrictions set out in this <br />article; otherwise, the board shall reject such plans and specifications <br />and shall not issue the certificate of appropriateness. The failure <br />of the board to approve or disapprove such plans and specifications <br />with or without conditions or modifications, within sixty days from <br />the date of the application for the certificate of appropriateness <br />shall_ be deemed to constitute approval of the application. The <br />zoning administrator shall issue the permit provided the work to be <br />done under the permit complies with the requirements of the Virginia <br />Uniform Statewide Building Code and other ordinances and laws applic- <br />able or relating thereto. <br />(b) The boards shall utilize the follow- <br />ing criteria, slang-w#th-ether-er4ter#a-thea-eleem-neeesserp; in their <br />review of applications for certificates of appropriateness within the <br />ADC district or DADC district. <br />(1) <br />(2) <br />(3) <br />(4 ) <br />proposed <br />(5) <br />windows, <br />Harmony of scale. <br />Harmony of materials, textures, colors and motifs. <br />Impact on the surrounding environment. <br />Historic or architecturpl significance of the <br />action. <br />awninqs, exter <br />size and <br />of: entrances <br />(c) The board may approve or disapprove a request for a certifi- <br />cate of appropriateness on the basis of the appropriateness of the <br />proposed methods of construction, renovation or restoration and the <br />impact of those methods on the structure. <br />(d) A certificate of appropriateness shall expire and become <br />void unless a building permit for construction of the improvements <br />certified as appropriate shall have been issued within one year after <br />the certificate's approval. <br />For reasonable cause, either the director of planning or the <br />appropriate board of-areh#teeteral-review may extend the validity of <br />any such certificate for a period not to exceed one year. This time <br />limit shall not apply to the certificate of appropriateness for any <br />change not requiring a building permit. <br />Section 31-146.
