(1) The zoning administrator shall receive <br />• <br />applications for such permits until February 15, <br />1986. Public notice of the acceptance of <br />such applications shall be advertised in a <br />newspaper having general circulation in the <br />city, at least once and not later than <br />January 15, 1986. <br />(2) Preference shall be given to applicants who <br />have been vending on the downtown mall at <br />least three days per week during the sixty <br />day period immediately preceding the adoption <br />of this ordinance, provided such vendors have <br />filed an application by the close of business <br />on February 15, 1986, have paid the required <br />fee, and have agreed to comply with the pro- <br />visions of this ordinance, including require- <br />ments imposed by the downtown board of <br />architectural review. <br />(3) Once permits have been granted pursuant to <br />subparagraph (2) above, the remaining permits <br />shall be granted to any new applicants who <br />• have filed properly and paid the required <br />fee and who likewise agree to full compliance <br />with this ordinance. If the number of proper <br />applications exceeds the number of permits <br />then remaining, the permits shall be awarded <br />by lottery. The fees paid by unsuccessful <br />applicants shall be refunded. If any of the <br />seven permits then remain, they may thereafter <br />be awarded by the zoning administrator to any <br />applicant filing a proper application, on a <br />first come, first served basis. <br />(b) Other permits. Applications for all other categories <br />of permits shall be accepted by the zoning administrator at <br />any time during normal business hours. <br />Section 25-57.
