• (e) Permits shall be issued without charge to non- profit organizations exempt from city business license taxes, provided that such organizations may obtain such free permits for a downtown mall location for no more than three consecutive days at any one time, and the zoning administrator shall allocate days to such non-profit groups on a first come, first served basis, and may adopt reasonable regulations to provide for a fair and equitable system of reserving days for such permits. (f) All annual permits shall be valid from March 1 through February 28 (29). The fee for such permits shall not be pro -rated. (g) Permits shall not be transferable. Section 25-55. Applications. The application for a vendor permit under this article shall contain all information relevant and necessary to a determination as to whether a particular permit may be issued, including but not necessarily limited to: • (a) The name and business address of the applicant and the name and business address of the owner, if other than the applicant, of the vending business or stand to be used in the operation of the vending business. (b) A description of the type of food, beverage or merchandise to be sold. (c) A description of the proposed location(s) of the vending business. (d) A description and photograph, drawing, artist's or architect's rendering of any stand to be used in the operation of the vending business, for any application for a location in the architectural design control district or downtown architectural design control district. (e) The proposed days and hours of operation of the vending business. Section 25-56. Application and allocation procedures. (a) Special mall locations. Applications for the • seven annual permits to vend from designated locations on the downtown mall as provided by section 25-47(c) and (d) shall initially be accepted and granted according to the following procedures: -7-
