• (e) Permits shall be issued without charge to non- <br />profit organizations exempt from city business license <br />taxes, provided that such organizations may obtain such free <br />permits for a downtown mall location for no more than three <br />consecutive days at any one time, and the zoning administrator <br />shall allocate days to such non-profit groups on a first come, <br />first served basis, and may adopt reasonable regulations to <br />provide for a fair and equitable system of reserving days for <br />such permits. <br />(f) All annual permits shall be valid from March 1 <br />through February 28 (29). The fee for such permits shall <br />not be pro -rated. <br />(g) Permits shall not be transferable. <br />Section 25-55. Applications. <br />The application for a vendor permit under this article <br />shall contain all information relevant and necessary to a <br />determination as to whether a particular permit may be <br />issued, including but not necessarily limited to: <br />• (a) The name and business address of the applicant and <br />the name and business address of the owner, if other than <br />the applicant, of the vending business or stand to be used <br />in the operation of the vending business. <br />(b) A description of the type of food, beverage or <br />merchandise to be sold. <br />(c) A description of the proposed location(s) of the <br />vending business. <br />(d) A description and photograph, drawing, artist's or <br />architect's rendering of any stand to be used in the operation <br />of the vending business, for any application for a location <br />in the architectural design control district or downtown <br />architectural design control district. <br />(e) The proposed days and hours of operation of the <br />vending business. <br />Section 25-56. Application and allocation procedures. <br />(a) Special mall locations. Applications for the <br />• seven annual permits to vend from designated locations on <br />the downtown mall as provided by section 25-47(c) and (d) <br />shall initially be accepted and granted according to the <br />following procedures: <br />-7- <br />
