AN ORDINANCE <br />• TO AMEND AND REORDAIN CHAPTER FOUR OF THE CODE <br />OF TEE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, <br />TO ENACT A LEASH LAW FOR DOGS, <br />TO INCREASE CERTAIN DOG LICENSE TAXES, <br />TO PROHIBIT THE USE OF ANIMAL LEG -HOLD TRAPS, <br />TO REQUIRE OWNERS TO PAY CERTAIN POUND FEES, <br />TO GIVE THE HEALTH DISTRICT DIRECTOR CERTAIN DISCRETION <br />REGARDING CONFINEMENT OF ANIMALS WHICH HAVE BITTEN PERSONS, <br />TO ESTABLISH AND ADJUST VARIOUS PENALTIES AND <br />TO MAKE CERTAIN HOUSEKEEPING AMENDMENTS. <br />BE IT ORDAINED by the Council of the City of Charlottesville, <br />Virginia: <br />That Chapter Four of the Code of the City of Charlottesville, <br />1976, as amended, is hereby amended and reordained as follows: <br />CHAPTER 4. <br />ANIMALS AND FOWL <br />• ARTICLE I. GENERAL. <br />Section 4-1. Definitions. <br />The following words, terms and phrases, when used in this <br />chapter, shall have the following meanings ascribed to them in <br />this section: <br />Animal control officer. Any person sworn as such officer by <br />the chief of police. <br />Cat. Every cat regardless of sex or age. <br />Dog. Every dog regardless of sex or age. <br />Leash. A physical restraint approximately six feet in length, <br />made of leather, chain or other suitable material, one end of which <br />is attached to the collar of an animal and the other end of which <br />is intended to be held by a strong and responsible person or <br />attached to an immovable object. <br />Owner. Every person having right of property or custody in a <br />dog or cat, or who keeps or harbors a dog or cat, or has a dog <br />or cat in his or her care;-er-wke-aete-as-a-enetediaa-a€-a-deg. <br />To run at large or running at large. To roam, loiter, walk, <br />run or be on or off the premises of the owner without being fenced, <br />caged, physically carried er, held by leash by a person thoroughly <br />• capable both physically and mentally of controlling the deej <br />animal, or within the immediate voice control of the owner. <br />
