(10) News and Public Affairs programming, such as CNN Headline News, C -SPAN, The Weather Channel, FNN. Premium or Pay Channels (11) Motion pictures and specials, such as HBO, CINE, TMC, • Disney. Channels are and may be offered on a composite basis. C. Notwithstanding the provisions of subsections 3-3(A) and 3-3(B), the Company may rearrange its services from one service tier to another. Section 3-4. Public Access Channel; Related New Facilities A. The Company shall maintain and reserve one channel in its basic service tier for use by the public, and by educational and governmental entities. Such channel may be used by the Company for other programming at times it is not scheduled to be used by the public, educational or governmental users. B. The Company shall provide a studio with appropriate lighting, cameras and other equipment necessary to enable public users and educational and governmental entities to produce programming of good technical quality for the transmission on the public access channel. The Company shall provide reasonable assistance and advice in the production of such programming. Within six months from the effective date of this franchise the Company agrees to provide the new production equipment described on page 24 of its March 1, 1985 proposal to the City, in order to enable the Company to initiate color telecasting of City Council • meetings and other public, educational and governmental programming. -15-
