they become effective. <br />C. The publication of such maximum rates shall not restrict <br />the Company from offering discounted rates or waiving charges for: <br />1) Promotional campaigns. <br />2) Non-profit charitable, educational, governmental or <br />religious organizations. <br />3) Hotels, motels and similar installations where the <br />reduced cost of service justifies rate reductions. <br />In all other respects, the Company shall apply its published rate <br />schedule to all subscribers on a fair, uniform and non- <br />discriminatory basis. <br />Section 4-3. Interference with Reception. <br />The Company shall not allow its cable or other operations to <br />interfere with television reception by persons not served by the <br />Company. <br />Section 4-4. Service to be Uniform throughout Franchise Area. <br />The Company shall provide cable service on a uniform, <br />non-discriminatory basis to all residences and businesses within <br />the entire franchise area. No service provided by the Company <br />• shall be denied to any person desiring to subscribe to the same on <br />account of that person's race, color, religion, age, sex or <br />national origin, nor shall any service be denied to any area of <br />the City on the basis of the income or economic status of the <br />residents of the area. The Company shall maintain a record of any <br />service application denied for any reason other than nonpayment of <br />the subscriber's account, and shall provide such record to the <br />City Manager upon request. <br />Section 4-5. Maintenance of Local Office. <br />The Company shall, at all times during the term of the <br />franchise or any extension thereof, maintain within the City an <br />office for the transaction of all subscriber transactions and <br />other business. Such office shall be open at least eight hours <br />per day, five days per week, legal holidays excepted. The Company <br />shall provide sufficient incoming local, toll-free telephone lines <br />to provide subscribers reasonable access, without undue <br />inconvenience, for calls to request service, make complaints, <br />obtain information or transact other business with the Company. <br />Section 4-6. Continuity of Service. <br />A. Continuity of service shall be considered the Company's <br />paramount obligation under this franchise. The Company shall <br />render efficient service, make repairs promptly, and interrupt <br />• service only for good cause and for the shortest possible time. <br />Whenever possible, service interruptions shall be preceded by <br />notice to subscribers affected and shall be scheduled during <br />-19- <br />
