• AN ORDINANCE TO AMEND AND REORDAIN <br />SECTIONS 31-13, 31-14 AND 31-27, AS AMENDED, <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />RELATING TO ZONING CLASSIFICATION OF PUBLIC OR PRIVATE PARKS, <br />PLAYGROUNDS AND COMMUNITY BUILDINGS. <br />BE IT ORDAINED by the Council of the City of <br />Charlottesville, Virginia that Sections 31-13, 31-14 and 31-27, <br />as amended, of the Code of the City of Charlottesville, 1976, are <br />amended and reordained as follows: <br />Section 31-13. Permitted uses - By right. <br />The following uses shall be permitted by right in the R-1 <br />District: <br />(a) Single-family detached dwellings; provided, however, <br />that residency therein shall be limited to not more than four <br />unrelated persons. Single-family detached dwelling shall be a <br />permitted use. However, any two-family dwelling which was <br />completely constructed with all plumbing fixtures installed and <br />the two family dwellings for which a city building permit has <br />been issued and were at least twenty percent constructed on the <br />site prior to December 31, 1964, shall be considered a conforming <br />• use. <br />(b) Parke,- playgrounds,- community buildings,- City - <br />owned parks, playgrounds and related recreational buildings, and <br />public utility lines. <br />(c) Branch libraries. <br />(d) Churches and places of worship. Temporary or outdoor <br />facilities for revival services shall be subject to the following <br />regulations: <br />(1) The church sponsoring such a revival shall first <br />secure a permit for such use from the zoning administrator; <br />(2) The temporary use shall not continue for a period <br />longer than seven days; <br />(3) A temporary permit for the same church shall not <br />be issued more than once every six months; <br />(4) The proposed use shall not, in the opinion of the <br />zoning administrator, have an adverse impact on the surrounding <br />neighborhood; <br />(5) The zoning administrator may attach such specific <br />conditions to the issuance of the temporary permit as he deems <br />necessary to minimize potential adverse impact on the surrounding <br />neighborhood; <br />(6) There shall be a fee of ten dollars for each <br />• temporary permit issued. <br />
