• (4) The zoning administrator may attach such specific <br />conditions to the issuance of the temporary permit as he deems <br />necessary to minimize the potential adverse impacts on the <br />surrounding neighborhood or general public; <br />(5) All other fees and licensing requirements set <br />forth in the City Code are met. <br />(i) Day care homes, nursery schools, pre-schools, play <br />schools, kindergartens and similar uses; provided, that no more <br />than five persons, exclusive of staff, are present at one time. <br />Such uses shall comply with all conditions imposed on home <br />occupations by subsection (f) of this section, except for the <br />condition relating to group instruction. <br />(j) Public elementary and secondary schools. <br />Section 31-14. Same - With special use permit. <br />The following uses may be permitted with a special use <br />permit in the R-1 District: <br />(a) Utility facilities: Sewage treatment plant, sewer <br />pumping station, water treatment plant, water pumping station, <br />• gas regulator facilities, gas distribution facilities, <br />incinerators and electric power transformer sub -stations. Public <br />utility transmission line alignments and towers which are not <br />governed by city franchise arrangements shall be special use <br />permit uses. <br />(b) Main libraries, museums and colleges. <br />(c) Private noncommercial recreation facilities for group <br />use, such as country clubs, tennis clubs, swimming clubs, golf <br />courses and similar establishments. <br />(d) Radio, television, telephone, telegraph and electric <br />transmission towers; provided, that adequate buffer shall be <br />provided between any existing residence and such tower. <br />(e) Private schools, pre-schools, play schools, day care <br />homes, nursery schools or kindergartens where six persons or <br />more, excluding staff, are present. <br />(f) Small group homes for not more than ten persons. <br />(g) Privately owned parks or playgrounds and related <br />recreational buildings. <br />• Section 31-27.
