• Section 31-183. Signs for which permit is not required. r Eki Signa regulating on -premises traffic,- parking or indicating other functional information such as lavatory facilities or telephone, and signs denoting functions of other sections of a building such as °fabrication, -II or "effice,-8 when less than six square feet in an area and bearing no commercial sdvertising.- (k) On -premises signs of less than six square feet in area to regulate internal traffic or parking, to designate the location of facilities, to comply with governmental requirements, or to provide similar non-commercial information. w w w Section 31-195. Erosion and sedimentation controli drainage. Slopes in excess of ten percent shall be treated in a manner acceptable to the director of planning or the planning commission to prevent soil erosion and excessive runoff; provided, that • measures taken for erosion and sedimentation control shall conform to the standards and procedures set forth in chapter 9 of this code; and provided, that in cases where an erosion and sedimentation control permit is required, the necessary plans and data shall be submitted, reviewed, and approved concurrently with the site plan, as set forth in such chapter. The following auidelines shall be followed in develooin site plans required under section 31-191: (a) New drainage facilities or improvements to existing drainage facilities shall be designed to cope with storms having 10 year recurrence interval. (b) Drainage improvements or those constructed in conjunction with site or subdivision plans shall be constructed down stream to a location where the receiving channel or conduit will convey the ten year storm without overtopping its banks or eroding. (c) All site plans shall include provisions for on-site detention of runoff, or in lieu thereof the developers may be required to contribute the pro -rata share for the site toward the estimated cost of a planned neighborhood or reaicnal detention basin. • 6
