• (d) On-site detention design is intended to restrict post <br />development runoff to no more than the calculated predevelopment <br />runoff. For new or redevelopment sites the design storm shall be <br />the ten year storm. <br />The director of planning or the planning commission may <br />waive or modify the above requirements on the basis of sound <br />engineering practices. <br />Section 31-196. Landscaping. <br />All nonresidential uses, including parking lots and <br />vehicular display areas, where front yard is provided shall have <br />at least fifty percent of the street frontage landscaped with <br />trees and other varieties of plant material at least <br />12" in height. Such planting area shall have a minimum width <br />depth of five feet. The planning commission may allow a <br />deviation from these requirements, if in its judgment such <br />deviation is consistent with the intent of this article and <br />beneficial to the proposed development. <br />Section 31-200. Required sidewalks, curbs and gutters. <br />• For the protection of pedestrians and to control drainage <br />problems, sidewalks, curbs and gutters shall be required on all <br />site plans along all public rights-of-way unless specifically <br />exempted by the planning commission or the director of planning <br />on the basis of the criteria for sidewalk construction set forth <br />in the comprehensive plan of the city. <br />Section 31-201. Automatic car washes. <br />The following standards shall be followed in development of <br />site plans for automatic car wahses or buildings using production <br />line methods with a chain conveyor or, blower, steam cleaning <br />device, or other mechanical device requiring continuous movement <br />of cars into the wash rack. <br />(a) . . . <br />(b) . . . <br />(d) . . . <br />(e) . . . <br />(f) Vacuuming facilities may be outside the car wash <br />building but shall not be in the required front yard. <br />(g) The building or vacuuming facilities shall not be <br />lean than one hundred feet sufficiently buffered from any <br />residential district or use. <br />(h) <br />7 <br />
