• Section 31-202. Self-service car washes. The following standards shall be followed in development of site plans for coin-operated self-service car washes not necessarily requiring an attendant: (a) A hard surfaced paved area, at least twenty feet wide and fifty feet deep, shall be provided in front of each stall. In addition, a like area for the purpose of drying and vacuuming a vehicle shall be provided at the rear of each stall. (b) . . . (c) The vacuuming facilities shall not be located in the drying apace behind the stella in the rear half of the site required front yard. (d) The stalls or vacuuming facilities shall not be less than one hundred feet sufficiently buffered from any residential district or use. Section 31-208.2. Dumpster enclosure. The following standards shall be followed in developing plans for the addition of any dumpster to sites: • (a) Dumpsters to adequately shall accommodate be located on a pad loading and unloading of sufficient size vehicles without damage to the surrounding surfaces. (b) Dumpsters shall have adequate access to a city street with sufficient space for collection trucks to maneuver. (c) Dumpsters shall be screened with an enclosure at a minimum height of one foot above the height of the dumpster and with a minimum inside dimension of ten feet. (d) The addition of dumpsters shall be subiect to review in accordance with the procedures set forth in article XIX site plan review. Section 31-214. Issuance of building permits, sign permits and certificates of occupancy. (a) Building permits may be approved and sign permits may be issued by the zoning administrator in accordance with the final approved site plan, signed by the director of planning. (b) . . .
