Issuance of building permits, sign permits <br />and certificates of occupancy. <br />(a) Building permits may be approved and sign permits may <br />be issued by the zoning administrator in accordance with the <br />final approved site plan, signed by the director of planning. <br />(b) The zoning administrator shall be responsible for <br />enforcing the requirements as set forth in the final approved <br />site plan. In those cases involving grading or earth moving of <br />10,000 square feet or more, the zoning administrator may require <br />submission of an as built site plan to verify that the <br />requirements as set forth on the approved site plan have been <br />properly carried out, before issuance of a certificate of <br />occupancy, -and. The zoning administrator shall give written <br />• notice to the director of planning that the site plan has been <br />completed before issuing the certificate of occupancy. <br />Section 31-217. Appeals. <br />Any applicant may appeal the decision of the planning <br />commission to the circuit court for the City of Charlottesville <br />ea provided in this chapter.
