Standards for preservation of natural <br />environment and energy conservation. <br />(a) In order the preserve the character and natural <br />environment of the area and to provide visual and noise <br />buffering, the planning commission shall refuse to approve any <br />site plan which proposes unnecessary destruction of trees and <br />other natural features. <br />(b) The planning commission shall require assurances that <br />the developer has made reasonable effort, in light of the <br />proposed development, to preserve, replenish, protect and <br />utilize: <br />(1) Trees of ten eight -inch caliper or larger. <br />(2) Ornamental trees of any size. <br />• (3) Trees within required setbacks or along boundaries <br />unless necessary to remove for access, grading, tree health, circulation, <br />utilities or drainage. <br />(4) Streams in their natural condition. <br />(5) Ground area from soil erosion and excessive water <br />runoff. <br />(6) Natural features of the site which promote energy <br />conservation. <br />ection 31-199.1. Tree replacement. <br />a) Whenever a tree of eight inches in caliper or laroer <br />located within the public right-of-way or within a required <br />building setback, or elsewhere on the site, is to be removed for <br />reasons other than listed in section 31-199, the director of <br />planning shall require the developer to replace the tree(s) <br />removed during the construction process elsewhere on the site or <br />within the adjacent street right-of-way. <br />Section 31-211.
