• registration device or seal and a registration card, at no cost <br />to the owner. The registration device shall be attached to the <br />frame of the vehicle bleyele. The registration card shall show <br />the registration number, the vehicle bleyele identification <br />number and the name and address of the owner. Such registration <br />shall remain in effect during the period such vehicle bleyele is <br />operated within the city. The fire chief shall establish <br />appropriate procedures for the transfer of such registration upon <br />sale or transfer of the vehicle bieyele. <br />Sec. 16-63.3. Police registration record. <br />Upon registration of any bicycle or mooed with the fire <br />department, the fire chief shall transfer to the chief of police, <br />and the chief of police shall keep a permanent file of the <br />registration number, vehicle bieyele identification number, <br />vehicle bleyele owner, address, age, vehicle bieyele make, type <br />and approximate value of each vehicle bleyele so registered. <br />Sec. 16-63.4. Removal, destruction or alteration of <br />registration number device or card; bicycles and mopeds without <br />legible serial number. <br />It shall be unlawful for any person willfully or maliciously <br />to remove, destroy, mutilate or alter the serial number on any <br />• bicycle or moped frame. It shall also be unlawful for any person <br />willfully or maliciously to remove, destroy, mutilate or alter any <br />registration device or registration card issued pursuant to the <br />provisions of this article during the time in which the vehicle <br />bleyele for which the registration device or card was issued is <br />oeprated in the City. Nothing in this section shall prohibit the <br />fire department from stamping or engraving a number on the frame <br />of the vehicle bleyele on which no serial number can be found or <br />on which such number is illegible or insufficient for identifica- <br />tion purposes. <br />• <br />Sec. 16-63.5. Operation generally. <br />(a) Every person riding a bicycle or moped upon a street, <br />roadway or other public vehicular area shall be subject to the <br />provisions of this code and the provisions of chapter 4 of title <br />46.1 of the Code of Virginia applicable to drivers of motor <br />vehicles, unless the context of any such provision clearly <br />indicates otherwise. <br />(b) Every person operating a bicycle or moped upon a street <br />or highway shall ride as near to the right side thereof as <br />practicable, exercising due care when passing a standing vehicle <br />or one proceeding in the same direction. <br />OA <br />
