Such garbage and refuse shall be so placed for collection not earlier than 6:00 p.m. on the day preceding the scheduled collection time for such location nor later than 7:00 a.m. of the day of scheduled collection. Emptied receptacles, except those installed below the ground or dumpsters for bulk collection, shall be removed by the owner thereof from the sidewalk or roadway and taken behind the building setback line within twelve (12) hours after being emptied. ARTICLE III. USER FEES FOR COMMERCIAL REFUSE CONTAINERS • Section 26-36. Definitions. The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: Commercial property for purposes of this article shall mean all properties, residences or businesses in the city which: (1) on the average generate refuse each week which would fill more than twelve (12) thirty thirty-two gallon containers; (2) deposit their refuse in dumpsters, as defined herein; and (3) are otherwise eligible to have their refuse collected and disposed of by the city. Section 26-37. Fees for dumpster service. Participation in the city's dumpster refuse collection program is voluntary. Commercial properties which utilize the service shall pay a fee, based on the size of each dumpster available to service the property, for each scheduled collection trip by the city.
