Paper or cardboard <br />Placement of containers and bundles for <br />Receptacles or bundles containing garbage and refuse shall <br />be placed along the edge of the sidewalk or roadway for <br />collection on such days as may be scheduled by the superintendent <br />of public service. Such garbage and refuse shall be so placed <br />for collection not earlier than 6:00 p.m. on the day preceding <br />the scheduled collection time for such location nor later than <br />7:00 a.m. of the day of scheduled collection. Emptied <br />receptacles, except those installed below the ground or dumpsters <br />for bulk collection, shall be removed by the owner thereof from <br />the sidewalk or roadway and taken behind the building setback <br />line within twelve (12) hours after being emptied. <br />ARTICLE III. USER FEES FOR COMMERCIAL REFUSE CONTAINERS <br />• Section 26-36. Definitions. <br />The following words, terms and phrases, when used in this <br />chapter, shall have the meanings ascribed to them in this <br />section, except where the context clearly indicates a different <br />meaning: <br />Commercial property for purposes of this article shall mean <br />all properties, residences or businesses in the city which: (1) <br />on the average generate refuse each week which would fill more <br />than twelve (12) thirty thirty-two gallon containers; (2) deposit <br />their refuse in dumpsters, as defined herein; and (3) are <br />otherwise eligible to have their refuse collected and disposed of <br />by the city. <br />Section 26-37. Fees for dumpster service. <br />Participation in the city's dumpster refuse collection <br />program is voluntary. Commercial properties which utilize the <br />service shall pay a fee, based on the size of each dumpster <br />available to service the property, for each scheduled collection <br />trip by the city.
