Section 26-28. Paper, cartons, etc., to be placed in <br />containers or bundled. <br />(a) Dry trash, such as paper, old cartons, weeds, brush or <br />brush trimmings not exceeding three feet in length may be placed in <br />the container required by section 26-27 or may be placed in baskets <br />or boxes, if the material is secured so as to prevent the trash <br />from being blown therefrom. <br />Section 26-29. Preparation of leaves for collection. <br />(a) During the months of October through January, it shall be <br />unlawful to place leaves in containers for collection by the City. <br />During such months, leaves shall be placed at the curb or street <br />edge for vacuum collection. It shall be unlawful to rake leaves <br />into any street far enough from the curb or street edge so as to <br />create a traffic hazard. The safe distance from a curb or street <br />edge for the deposit of leaves for vacuum collection will vary <br />depending on street widths and other traffic conditions. It shall <br />be unlawful to rake leaves onto a sidewalk so as to cover its <br />entire width and obstruct pedestrian traffic on such sidewalk. <br />• (b) During the months of February through September, any <br />leaves intended for city collection shall be placed in containers, <br />baskets or boxes for collection as dry trash in accordance with <br />subsection (a) of this section. This includes any leaves deposited <br />earlier for vacuum collection if such leaves were not so collected <br />during the months of October through January. <br />(c) No legal action will be taken against any person owning <br />or occupying property abutting any portion of a street or sidewalk <br />whereon leaves have accumulated in violation of the provisions of <br />this section until such person has failed to comply with a written <br />notice that a violation exists given by a city police officer or <br />other person designated by the city manager. Such notice shall <br />specify a reasonable time for such person to correct the violation. <br />Section 26-30. Placement of containers and bundles for <br />collection. <br />Receptacles or bundles containing garbage and refuse shall be <br />placed along the edge of the sidewalk or roadway for collection on <br />such days as may be scheduled by the sa�er3ntendert-v-gttb}ie <br />sere#ee Director of Public Works and his/her designee. Such <br />garbage and refuse shall be so placed for collection not earlier <br />than 6:00 p.m. on the day preceding the scheduled collection time <br />for such location nor later than 7:00 a.m. of the day of scheduled <br />collection. Emptied receptacles, except those installed below the <br />• ground or dumpsters for bulk collection, shall be removed by the <br />owner thereof from the sidewalk or roadway and taken behind the <br />building setback line within twelve (12) hours after being emptied. <br />3 <br />
