No charges may be made for Channel time or playback of prerecorded or locally produced live programming on the access Channels required in paragraph A. is E. Whenever any of the access Channels required in paragraph A are in use to provide unduplicated locally produced programming for six (6) hours per day, six (6) days per week, for six (6) weeks running, demand for additional channels shall be presumed, and Grantee shall have three (3) months in which to provide an additional access Channel for the same purpose. F. Grantee shall establish rules pertaining to the administration of the specially designated access Channels required in this section a copy of said rules, as may from time to time be amended, are attached hereto as Exhibit H. G. Grantee shall promote access programming to be shown on the access channels required in paragraph A. Grantee shall run daily announcements regarding the System times where and when access programming shall be shown on the System. Grantee shall also promote the access facilities and equipment by inserting, at least twice annually, information into all cable subscriber bills describing the access facilities and equipment and informing subscribers of the procedures for utilizing same. Grantee shall also telecast all programs that it produces on the government access channel in a style and manner in accord with the requirements of the Americans With Disabilities ACt. H. Grantee shall provide for interested citizens of the City of Charlottesville, six training classes per year (scheduled approximately every two (2) months based upon interest) to teach all phases of public access equipment usage including, but not limited to, camera usage, lighting techniques, audio techniques and editing techniques. Grantee shall also make an employee available for nominal instruction when a member of the public wishes to use a camera for taping a public access program. Grantee agrees that all costs pursuant tO this section shall not be offset as franchise fees pursuant to Section of the Franchise. I. Grantee shall, upon written request of the City, provide, at a minimum, one (1) qualified, trained, and experienced half-time equivalent employee to promote the access channels and access programming and provide, on a regular basis, technical assistance and guidance to access users who may require help and support in utilizing the access equipment and facilities.
