No charges may be made for Channel time or <br />playback of prerecorded or locally produced live <br />programming on the access Channels required in paragraph A. <br />is <br />E. Whenever any of the access Channels required in <br />paragraph A are in use to provide unduplicated locally <br />produced programming for six (6) hours per day, six (6) <br />days per week, for six (6) weeks running, demand for <br />additional channels shall be presumed, and Grantee shall <br />have three (3) months in which to provide an additional <br />access Channel for the same purpose. <br />F. Grantee shall establish rules pertaining to the <br />administration of the specially designated access Channels <br />required in this section a copy of said rules, as may from <br />time to time be amended, are attached hereto as Exhibit H. <br />G. Grantee shall promote access programming to be <br />shown on the access channels required in paragraph A. <br />Grantee shall run daily announcements regarding the System <br />times where and when access programming shall be shown on <br />the System. Grantee shall also promote the access <br />facilities and equipment by inserting, at least twice <br />annually, information into all cable subscriber bills <br />describing the access facilities and equipment and <br />informing subscribers of the procedures for utilizing <br />same. Grantee shall also telecast all programs that it <br />produces on the government access channel in a style and <br />manner in accord with the requirements of the Americans <br />With Disabilities ACt. <br />H. Grantee shall provide for interested citizens of <br />the City of Charlottesville, six training classes per year <br />(scheduled approximately every two (2) months based upon <br />interest) to teach all phases of public access equipment <br />usage including, but not limited to, camera usage, <br />lighting techniques, audio techniques and editing <br />techniques. Grantee shall also make an employee available <br />for nominal instruction when a member of the public wishes <br />to use a camera for taping a public access program. <br />Grantee agrees that all costs pursuant tO this section <br />shall not be offset as franchise fees pursuant to Section <br />of the Franchise. <br />I. Grantee shall, upon written request of the City, <br />provide, at a minimum, one (1) qualified, trained, and <br />experienced half-time equivalent employee to promote the <br />access channels and access programming and provide, on a <br />regular basis, technical assistance and guidance to access <br />users who may require help and support in utilizing the <br />access equipment and facilities.
