Certificate of appropriateness. <br />(a) Required. No changes in the exterior features or appearance <br />of protected properties in design control districts shall be made <br />• until the owner has first sought and obtained a certificate of <br />appropriateness from the BAR or, where applicable, from the <br />director of planning.
