AN ORDINANCE <br />• TO AMEND THE LAND USE PLAN OF THE COMPREHENSIVE PLAN <br />BY CHANGING THE DESIGNATION OF THE PROPERTIES LOCATED AT <br />504, 505, 506, 521 AND 525 GROVE AVENUE <br />FROM OFFICE TO RESIDENTIAL <br />WHEREAS, the approved Land Use Plan of the Comprehensive Plan <br />for the City of Charlottesville designates the following five <br />properties in the 500 block of Grove Avenue for "Office" uses: <br />504 Grove Avenue (Tax Map 54, Parcel 14) <br />505 Grove Avenue (Tax Map 54, Parcel 11) <br />506 Grove Avenue (Tax Map 54, Parcel 15) <br />521 Grove Avenue (Tax Map 54, Parcel 12) <br />525 Grove Avenue (Tax Map 54, Parcel 13) <br />Whereas, the zoning for each of the five properties is R-2 <br />Residential, as shown on the City Zoning Map, adopted June 3, 1991; <br />and, <br />WHEREAS, each of the five properties is currently used for <br />residential purposes; and, <br />WHEREAS, there is great value in maintaining the residential <br />housing in the City and protecting the established residential <br />neighborhoods from commercial growth; and, <br />• WHEREAS, there are unique architectural aspects to the houses <br />in the neighborhood and on this block; and, <br />WHEREAS, a decision at some time in the future to rezone such <br />properties to a business use may not be appropriate nor in the best <br />interests of the residential neighborhood; and, <br />WHEREAS, the current "Office" classification renders the five <br />properties more susceptible to rezoning, and such a rezoning to a <br />business use could have an adverse impact on the entire residential <br />neighborhood; and, <br />WHEREAS, the Planning Commission has declined to hold a public <br />hearing on the question of whether the Land Use Plan for the five <br />properties should be changed, after being directed to do so by <br />Council Resolution dated January 18, 1994; <br />NOW, THEREFORE, BE IT ORDAINED by the Council of the City of <br />Charlottesville that the Land Use Plan of the Comprehensive Plan of <br />the City of Charlottesville is amended to change the classification <br />and designation of the properties located at 504, 505, 506, 521 and <br />525 Grove Avenue from "Office" to "Residential". <br />Approved by Council <br />June 20, 1994 <br />• <br />rk o;f City Cou c' it <br />
