• properties comprising such special assessment district by <br />preserving or enhancing the values of such properties, that the <br />benefits thus accruing to such properties are directly proportional <br />to the assessed value of such properties, and that the amount <br />specified by Section 4 of this ordinance to be assessed against <br />each such property in no case exceeds the peculiar benefit accruing <br />to such property for the improvements. <br />SECTION 4. The sum of $12,388.54 is hereby levied as a <br />special assessment for local improvements upon the properties <br />comprising the special assessment district referred to in Section 1 <br />of this ordinance. The amounts assessed pursuant to Section 4 hereof <br />shall be billed to the owners of such properties and charged to and <br />collected by the City Treasurer in the manner prescribed by law. <br />Such amounts shall be payable on or before August 1, 1994; provided <br />that the owner of any such property may elect to pay twenty-five <br />percent (25%) of the amount of such assessment on or before <br />August 1, 1994, and twenty-five percent (25°1) on or before August 1 <br />in each of the next succeeding three (3) years. In the event any <br />installment of such assessment is not paid on or before August 1, <br />the owner shall incur a penalty of 50 of the amount of such <br />delinquent installment. In the event any owner of such property <br />elects such installment method of payment, or otherwise fails to <br />pay the entire amount thereof on or before August 1, 1994, the <br />Treasurer shall also charge and collect interest on the remaining <br />unpaid balance thereof and any penalties, at an annual interest <br />rate not to exceed the rate of one-year United States Treasury <br />Bills at the time the final assessment ordinance is adopted. <br />SECTION 6. Certain elderly or permanently and totally <br />disabled property owners meeting the eligibility conditions <br />0 .2 <br />
