• D. That, if the projected costs of the project following construction bidding do not exceed the estimated costs set forth in Exhibit A hereto, the City Manager or his designee is further authorized to implement this Third Street project by contracting with the lowest responsive and responsible bidder, and causing the project to be completed. He shall also have full authority to divide one or more portions of the construction work into phases in order to minimize inconvenience on the part of affected owners and the public. E. That the City Manager be further authorized and directed prior to commencement of construction of such improvements, to close such portion of the street within Third Street to motor vehicular traffic and to take such actions as he may deem necessary and proper to accomplish such closing traffic for purposes of completing this project; and F. That the City Attorney is hereby directed to cause to be recorded in the judgment docket of the Clerk's Office of the Circuit Court of the City of Charlottesville an abstract of this ordinance in the same or substantially the same form as is attached hereto as Exhibit A, all as allowed by VA. Code §15.1-247. Such docketing shall be indexed in each of the names of the owners shown on said abstract and shall thereby serve as notice that the subject property is likely to be assessed in an amount and in the • manner provided by this ordinance. G. That the City Attorney be authorized and directed, upon completion of such improvements, and when the final costs have been ascertained, to prepare an ordinance for Council's consideration, and undertake to publish such notices, as may be necessary to complete the imposition of the special assessments hereinabove referred to. This will certify that the foregoing ordinance is a true and exact copy of the ordinance adopted by the City Council of the City of Charlottesville on this ILO -day of 1994.
