• D. That, if the projected costs of the project following construction bidding do <br />not exceed the estimated costs set forth in Exhibit A hereto, the City <br />Manager or his designee is further authorized to implement this Third <br />Street project by contracting with the lowest responsive and responsible <br />bidder, and causing the project to be completed. He shall also have full <br />authority to divide one or more portions of the construction work into <br />phases in order to minimize inconvenience on the part of affected owners <br />and the public. <br />E. That the City Manager be further authorized and directed prior to <br />commencement of construction of such improvements, to close such <br />portion of the street within Third Street to motor vehicular traffic and to <br />take such actions as he may deem necessary and proper to accomplish <br />such closing traffic for purposes of completing this project; and <br />F. That the City Attorney is hereby directed to cause to be recorded in the <br />judgment docket of the Clerk's Office of the Circuit Court of the City of <br />Charlottesville an abstract of this ordinance in the same or substantially <br />the same form as is attached hereto as Exhibit A, all as allowed by VA. <br />Code §15.1-247. Such docketing shall be indexed in each of the names <br />of the owners shown on said abstract and shall thereby serve as notice <br />that the subject property is likely to be assessed in an amount and in the <br />• manner provided by this ordinance. <br />G. That the City Attorney be authorized and directed, upon completion of <br />such improvements, and when the final costs have been ascertained, to <br />prepare an ordinance for Council's consideration, and undertake to <br />publish such notices, as may be necessary to complete the imposition of <br />the special assessments hereinabove referred to. <br />This will certify that the foregoing ordinance is a true and exact copy of the <br />ordinance adopted by the City Council of the City of Charlottesville on this ILO -day of <br />1994. <br />JJhne Cox, Clerk of Council <br />0 <br />
