EXHIBIT A • AN ABSTRACT OF ORDINANCE APRIL 4, 1994 By an ordinance offered by the City Council of the City of Charlottesville for first reading on April 4, 1994, and adopted by a vote of at least two-thirds of its members, on April 18, 1994, the Council took the initial step toward forming a special assessment or tax district pursuant to §15.1-239 of the Code of Virginia for certain properties located along Third Street, SE between Water Street and the Downtown Mall.
