REGULATIONS IMPLEMENTING THE PROVISIONS OF CHAPTER 32 OF THE CITY CODE Pursuant to the authority set forth in Chapter 32 of the Code of the City of Charlottesville, The City Manager does hereby promulgate the following regulations regarding passenger motor vehicles for hire: I. Registration of Vehicles. A. Each vehicle which is registered with the City pursuant to Section 32-2 of the City Code shall be issued both a registration card and a window decal. B. No vehicle which does not meet state inspection standards at the time of an inspection conducted by the Chief of Police pursuant to Section 32-2 of the City Code shall be eligible for registration with the City. II. Registration of Drivers. A. If the investigation required by Section 32-3 of the City Code reveals that an applicant for a City registration to drive a passenger motor vehicle for hire (including any taxicab) has any of the following in his background: • 1. A history of habitual offender status with respect to the motor vehicle laws of this Commonwealth or another state; 2. Twelve (12) or more negative points on the applicant's driver's license; 3. No current, valid Virginia driver's license; 4. A history of driving under the influence of alcohol, or driving while intoxicated, while on the job as a driver providing transportation services to the public or as any other type of professional driver; 5. Any criminal conviction of an offense involving illegal distribution of any controlled substance or drug, or of illegal sexual activity or behavior; 6. Three or more felony convictions of any type; 7. Criminal conviction of an offense involving or related to any controlled substance or drug, within the year preceding the application; 8. A criminal conviction of a violent crime (felony), within ten years preceding the application; is then such a background will indicate that the individual lacks the character and ability to safely
