REGULATIONS IMPLEMENTING THE PROVISIONS <br />OF CHAPTER 32 OF THE CITY CODE <br />Pursuant to the authority set forth in Chapter 32 of the Code of the City of <br />Charlottesville, The City Manager does hereby promulgate the following regulations regarding <br />passenger motor vehicles for hire: <br />I. Registration of Vehicles. <br />A. Each vehicle which is registered with the City pursuant to Section 32-2 of the City <br />Code shall be issued both a registration card and a window decal. <br />B. No vehicle which does not meet state inspection standards at the time of an inspection <br />conducted by the Chief of Police pursuant to Section 32-2 of the City Code shall be eligible for <br />registration with the City. <br />II. Registration of Drivers. <br />A. If the investigation required by Section 32-3 of the City Code reveals that an <br />applicant for a City registration to drive a passenger motor vehicle for hire (including any <br />taxicab) has any of the following in his background: <br />• 1. A history of habitual offender status with respect to the motor vehicle laws <br />of this Commonwealth or another state; <br />2. Twelve (12) or more negative points on the applicant's driver's license; <br />3. No current, valid Virginia driver's license; <br />4. A history of driving under the influence of alcohol, or driving while <br />intoxicated, while on the job as a driver providing transportation services <br />to the public or as any other type of professional driver; <br />5. Any criminal conviction of an offense involving illegal distribution of any <br />controlled substance or drug, or of illegal sexual activity or behavior; <br />6. Three or more felony convictions of any type; <br />7. Criminal conviction of an offense involving or related to any controlled <br />substance or drug, within the year preceding the application; <br />8. A criminal conviction of a violent crime (felony), within ten years <br />preceding the application; <br />is then such a background will indicate that the individual lacks the character and ability to safely <br />
