• ORDINANCE <br />PROPOSING THE AMENDMENT OF CITY ZONING REGULATIONS <br />AND AMENDMENT TO THE OFFICIAL CITY ZONING MAP. <br />WHEREAS, the public necessity, convenience, general welfare and good zoning <br />practice require the City Council to consider amendments to the zoning regulations <br />contained in Chapter 34 of the Code of the City of Charlottesville, which have been <br />reviewed and recommended by the Planning Commission of the City of Charlottesville; <br />and <br />WHEREAS, the creation of a new Transition Zone District will: <br />(1) Encourage conservation of land resources, minimize automobile travel, and <br />facilitate location of employment and retail centers in proximity to housing; <br />(2) Permit development of a mixture of residential, commercial, cultural and <br />institutional uses in a single structure or multiple but integrated and related <br />structures; <br />(3) Encourage development of buildings with primarily businesses on the <br />ground floor and housing on upper floors; and <br />• WHEREAS, joint public hearings before the Planning Commission and City <br />Council were held on August 10, 1999 and September 14, 1999, and comments from the <br />public and staff were heard and considered; and <br />WHEREAS, the adoption of amendments to the official zoning map with the <br />rezonings indicated therein is proposed after consideration of the factors in Virginia Code <br />Section 15.2-2284 ("Matters to be considered in drawing and applying zoning ordinances <br />and districts") and in furtherance of those purposes stated in Virginia Code Sections 15.2- <br />2283 and 15.2-2286; and <br />NOW, THEREFORE, BE IT ORDAINED by the Council of the City of <br />Charlottesville that the amendments to the zoning and site plan ordinances, as set forth in <br />the attached ordinances carrying a preparation date of September 21, 1999, and the <br />amendments to the official zoning map dated May 20, 1991, which amendments are <br />attached hereto, entitled "Proposed Transition Zone District" and dated September 14, <br />1999, are hereby adopted and shall take effect upon passage of this ordinance. <br />Approved by Council <br />November 1, 1999 <br />• <br />dierk of City Council <br />
