AN ORDINANCE <br />TO AUTHORIZE CONVEYANCE OF REAL PROPERTY <br />ON ELLIOTT AVENUE <br />TO REGION TEN COMMUNITY SERVICES BOARD, INC. <br />AND TO VIRGINIA LAND COMPANY <br />WHEREAS, Region Ten Community Services Board Inc. ("Region Ten") and the Friends <br />of Blue Ridge House have raised sufficient funds to begin construction on a new building for the <br />Blue Ridge House, a support facility for mentally ill persons; and <br />WHEREAS, the site for the new facility is on Elliott Avenue adjacent to a City -owned <br />tract of land, and Region Ten has asked the City to donate a parcel of land, designated as Lot A <br />on the attached Sketch Plan, in order to meet site plan requirements; and <br />WHEREAS, Virginia Land Company is the developer of the Blue Ridge House facility <br />and owner of property adjacent to the above-described City tract, and would like to purchase two <br />(2) parcels of the City tract, designated as Lots B and C (except sub -lot 36 of Lot C) on the <br />attached Sketch Plan, in order to build a Planned Unit Development (PUD) on Elliott Avenue; and <br />WHEREAS, the City Assessor has appraised the fair market value of the three (3) parcels <br />as follows: <br />• Donation or Purchase Requested by.- <br />Lot <br />y:Lot A $14,988.00 19,984 s.f. Region Ten Community Services Board, Inc. <br />Lot B $26,949.75 35,933 s.f. Virginia Land Company <br />Lot C $14,573.25 19,431 s.f. Virginia Land Company <br />WHEREAS, Region Ten has asked the City to donate Lot A, thereby allowing Region Ten <br />to use the fair market value of the parcel as a matching amount for outside funding, and Virginia <br />Land Company has offered to purchase Lots B and C for $41,523.00; and <br />WHEREAS, in accordance with Virginia Code §15.2-1800(B), a public hearing was held <br />to give the public an opportunity to comment on the possible sale or donation of said City land; <br />and <br />WHEREAS, the City Engineer and the Director of Planning and Community Development <br />have reviewed the plan and have no objections to the conveyance of the two parcels, provided <br />however, that the deeds contain restrictive covenants which require Region Ten to pay real estate <br />taxes on the Blue Ridge House property, and require Virginia Land Company to use Lots B and <br />C as part of a Planned Unit Development; now, therefore <br />0 <br />
