Administration of Permits. <br />(a) Permits to allow parking during restricted hours along a restricted parking block shall be issued on a <br />permit year basis by the city treasurer. <br />(b) Permits, in the form of decals, shall be issued for a period of up to twelve (12) months. A new permit <br />year shall begin on August 31 of each calendar year. Only one permit shall be issued per vehicle. <br />(c) Except as otherwise provided, upon proof of vehicle ownership, proof of an applicant's residence wilt <br />a restricted parking block and payment of applicable fee(s), the treasurer shall issue permits authorizing tl <br />parking of a vehicle in a restricted parking zone, as follows: <br />(1) to a person who resides within an affected household, for a vehicle owned by such <br />person, or for a vehicle not owned by such person if the vehicle is used exclusively by <br />such person ("residential decal"). No more than four such permits shall be issued to any <br />residential address (including, without limitation, any fraternity or sorority house, <br />rooming house, or other multi -family dwelling), regardless of the number of affected <br />households at such address. <br />(2) to a person who resides within an affected household, to authorize parking by persons <br />who are guests in that affected household ("guest permit"). No more than two guest <br />permits shall be issued to any affected household, and no more than four guest permits <br />shall be issued with respect to any residential address (including, without limitation, any <br />fraternity or sorority house, rooming house, or other multi -family dwelling), regardless <br />of the number of affected households at such address. A rental unit without a full <br />kitchen, such as a room and bath, shall not qualify as an affected household for purposes <br />of this subsection. <br />• <br />Page 7 of 9 <br />
