fiber optic network to provide fiber optic return paths from various City <br />• locations for the purpose of providing live insertion capability onto the <br />Cable System from such City locations. At a minimum, after the rebuild of <br />the System, Grantee agrees to provide and maintain, during the remaining <br />term of this franchise, a return path from the Charlottesville -Albemarle <br />Technical Education Center, the City Hall Complex and two (2) locations <br />within the Charlottesville High School. <br />5.05 Provision of Service. <br />A. After Service has been established by activating trunk and <br />distribution cable for any area, Grantee shall provide Service to any <br />household requesting Service within that area seven (7) days from the <br />date of request. <br />B. Grantee shall install and provide its most complete (highest) cable <br />Service (i.e., the Basic Cable Service tier and the cable programming <br />services tier), excluding digital, premium and pay-per-view Services, to all <br />public buildings designated below at no charge for either the initial <br />Installation or for monthly Service provided at each location; provided, <br />however, if such tier ceases to be the most highly penetrated tier of <br />service beyond the Basic Cable Service Tier, Grantee shalVprovide its <br />most highly penetrated tier of service beyond the Basic Cable Service tier. <br />. It is the intent of the parties that the Grantee shall continue to provide the <br />same general quantity and quality of programming to the free service <br />drops as was made available on the effective date of this Franchise. Each <br />of these Installations should include a signal Drop, one outlet, and one <br />Converter (or such other terminal equipment as may be necessary to <br />provide an electronic interface with a television receiver). The public <br />buildings to be provided this Service shall include, but not be limited to, <br />the following: <br />• <br />1. All state accredited K-12 public school buildings as set forth <br />in Exhibit D; <br />2. The following locations in the City hall complex, or other <br />City -owned buildings: (a) City Hall — General Registrar, (b) City <br />Hall — Neighborhood Development Services; (c) City Hall — City <br />Manager's Office (four connections); (d) City Hall — Police <br />Department (two connections); (e) City Hall — Mayor's Office; (f) <br />City Hall — Sheriff; (g) City Hall — Information Technology; (h) City <br />Hall — City Attorney Library; (i) City Hall — Basement Conference <br />Room; (j) Tonsler Park Community Center; (k) Carver Recreation <br />Center; and (1) Public Works (three connections). <br />3.
