STOPPING STANDING AND PARKING <br />Sec. 15-132. The disabled person, vehicle owner or volunteer for <br />an institution or organization to which disabled license plates or removable windshield <br />placards have been issued pursuant to Code of Virginia, sections 46.2-731, 46.2-739(1), or <br />A6.2 1238 46.2-1241 shall be permitted to park their a vehicles-vroperly displaying such <br />pewit license plate or deeal placard for up to four (4) hours in disregard of the provisions of <br />sections 15-140 and 15 174(a), but shall ,.,.mpl with all other p-eyis:ons of this .i4iele in the <br />• safne manner as other pe...,..,s are .0....7.0.E t........ ply therewith. It shall be unlawful for any <br />such person to exceed the time limit specified in this paragraph. <br />b) The disabled person. vehicle owner. or volunteer for an institution or organization to <br />which disabled parking license plates or removable windshield placards have been issued <br />pursuant to Va. Code &46.2-731, 46.2-739(B) or $46.2-1241 shall be allowed to park the <br />vehicle on which such license plates or placards are properly displayed for up to four (4) <br />hours in metered parking spaces restricted as to length of parking time, in disregard of the <br />provisions of 515-174(a) and shall be exempted from paving parking meter fees for such <br />meters. It shall be unlawful for anv such person to exceed the time limit specified in this <br />paragraph. <br />(c) Except as provided in this section, disabled persons, vehicle owners, or volunteers for an <br />institution or organization to which disabled license plates or removable windshield placards <br />have been issued pursuant to Va. Code &46.2-731, 46.2-739(B) or §46.2-1241 shall be <br />required to comply with all other provisions of this article. <br />(d) For the purposes of this section, and for the purposes of 515-133, the terms "disabled <br />person" and "person with a disability" shall each have the same meaning as the term <br />"person with a disability that limits or impairs his ability to walk" as set forth within Va. <br />Code 546.2-1240. <br />• (e) In any prosecution charging a violation of this section, proof that the vehicle described in <br />the summons or parking ticket was parked in violation of this section, together with proof <br />that the defendant was at the time the registered owner of the vehicle, shall constitute prima <br />
