AN ORDINANCE TO AMEND CHAPTERS FIVE, FOURTEEN AND THIRTY OF THE <br />49 <br />CODE OF THE CITY OF CHARLOTTESVILLE (1990), AS AMENDEDTO UPDATE <br />PROVISIONS RELATED TO THE ASSESSMENT AND <br />COLLECTION OF CERTAIN TAXES <br />Be it ordained by the Charlottesville City Council, THAT. <br />1. Chapter 5 (Buildings and Building Regulations), Article I (In General) and Article V <br />(Blighted Property), Division 2 (Vacant, Abandoned and Unsafe Structures and Property) is <br />hereby amended as follows: <br />Sec. 5-4. Abatement by city; assessment of costs. <br />(a).... <br />(b)Except as provided in §5-163(g) of this chapter, amounts in excess of $200 which have been <br />assessed and billed to a property owner and which remain unpaid for thirty (30) days shall <br />constitute a lien against such property ranking on a priority with liens for unpaid local taxes and <br />enforceable in the same manner as provided in Articles 3 (§ 58.1-3940 et seq.) and 4 (§ 58.1- <br />3895 et seq.) of Chapter 39, Title 58.1 of the Code of Virginia (1950), as amended. The city may <br />waive such liens in order to facilitate a sale of such property; however, such liens may be waived <br />only as to a purchaser who is unrelated by blood or marriage to the owner and who has no <br />business association with the owner. All such liens shall remain a personal obligation of the <br />owner of the property at the time the liens were imposed. <br />. Z5-163. Unsafe structures. <br />(a).... <br />(g)In the event the city removes, repairs, or secures any unsafe structure, then all of the costs or <br />expenses incurred by the city shall be assessed and billed to and paid by the owner of the <br />property, and the building maintenance official shall prepare an affidavit certifying the costs and <br />expenses incurred by the city. If the charges billed to the property owner remain unpaid for more <br />than thirty (30) days, such charges shall constitute a lien against such property enforceable in the <br />same manner as provided by section 5-4 of the City Code. <br />2, Chapter 14 (Licenses) is hereby amended as follows: <br />Sec. 14-2. Definitions. <br />The following words and terms shall have the meanings respectively ascribed to them in this <br />section, except where the context clearly indicates a different meaning:.... <br />3Bondsman: any person who, for compensation enters into any bond or bonds for others <br />whether as a principal or surety, including any persons engaged in activities as a bail bondsman <br />'Va. Code §15.2-1115 <br />z Amendment results from Va.
