c) Licenses shall be issued on a license-vear basis. A new license vear shall begin on August 1 of each <br />• calendar year. In the event ownership of the vehicle or device is transferred to a different person during <br />the license year, the new owner shall update the license to reflect the new ownership and address <br />information, by making application to the city treasurer and submitting payment of a fee of two dollars <br />($2.00). <br />(d) It shall be unlawful for the person to whom any license plate, tag or decal is issued under this section <br />to affix such to any vehicle or device other than that for which it is issued. <br />(e) It shall be unlawful for the owner to display on any vehicle or device subject to the requirements of <br />this section any license plate, tag or decal after its expiration date. <br />2. Chapter 15 (Motor Vehicles and Traffic), Article VI (Bicycles and Mopeds) of the City Code is <br />hereby amended and re -ordained, as follows: <br />Sec. 15-236. . Nfinimum age of meped OpffatO . <br />(a)It shall be unlawful for any person under the age of sixteen (16) years to operate a•moped upon any <br />city streethighway of publie vehieulaf aFea ef the or for any person to operate a moped upon any <br />such street in excess of thirty (30) miles per hour. <br />(b) Every person operating a moped on a city street shall wear a face shield, safety glasses or goggles <br />type approved by the Superintendent of the Department of State Police, or have his moped equipped with <br />safety glass or a windshield, at all times while operating such vehicle. A violation of this provision shall <br />be punishable by a fine of not more than fifty dollars ($50.00). <br />(c) Every person operating a moped on a city street, and all passengers thereon, shall wear protective <br />helmets of a type approved by the Superintendent of the Department of State Police. A violation of this <br />provision shall be punishable by a fine of not more than fifty dollars ($50.00). <br />(d) Every person operating a moped on a city street shall ride only upon a permanent seat attached to the <br />moped and such operator shall not carry any other person unless the moped is equipped with a permanent <br />seat designed to carry more than one person and a footrest for the use of the passenger. <br />(e) For the purposes of this section the term moped shall have the meaning set forth within &46.2-100 of <br />the Virginia Code. <br />Sec. 15-244. n,.gUiFed use of bie ele and gaped path.
