(b) Every person operating a moped on a city street shall wear a face shield, safety glasses or goggles type approved by the Superintendent of the Department of State Police, or have his moped equipped with safety glass or a windshield, at all times while operating such vehicle. A violation of this provision shall be punishable by a fine of not more than fifty dollars ($50.00). (c) Every person operating a moped on a city street, and all passengers thereon, shall wear protective helmets of a type approved by the Superintendent of the Department of State Police.
