Removal of sewer obstructions. <br />In case of any stoppage in a public sewer, the city shall remove the obstruction. If the stoppage <br />occurs in the sewer between a building and the city sewer main, the property owner whose property <br />connects with the public sewer shall remove the obstruction. If the owner fails to remove the obstruction <br />within forty-eight (48) hours after notice from the city, the obstruction may be removed by the city and the <br />cost thereof, together with twenty (20) percent thereof, shall be paid by the owner or customer in whose <br />name the water account for the property is held. When the City is called to investigate a_sewer stoppaqe <br />dollars ($48.00) for service calls after normal business hours on weekends and on holidays <br />Sec. 31-152. Customer deposits. <br />(a) The director of finance shall require deposits from persons applying for water service in <br />accordance with the rules established in this section. <br />(b) The normal deposit requirements shall be as follows: <br />(1) Residential accounts --$39-99 - $75.00 <br />(2) Nonresidential accounts at locations with no history of water service — $75.00 <br />(3) The deposit for a nonresidential account at a location with a previous history of water <br />service shall be the greater of seventy-five dollars ($75.00) or the total of the two (2) prior highest monthly <br />water bills at that location. <br />• (c) The normal deposit requirement will be waived if: <br />(1) The applicant furnishes a letter from another gas, water or electric utility with whom he has had <br />service within the past twenty-four (24) months certifying that he has maintained an acceptable <br />credit record; or <br />(2) The director of finance is able to establish by telephone call to another gas, water or electric utility <br />with which the applicant has had service within the past twenty-four (24) months that the <br />applicant had no terminations for nonpayment within the most recent twenty-four (24) months in <br />which he had service; or <br />(3) The applicant has had city water or gas service at the same or some other address within the <br />past twenty-four (24) months and had no terminations for nonpayment within the most recent <br />twenty-four (24) months in which he had service. <br />(d) Any customer who has had service terminated for nonpayment within the preceding twelve-month <br />period, or who has had two (2) or more checks returned to the director of finance for insufficient funds' <br />within the preceding twenty -four-month period, may be required to pay an additional deposit to reinitiate <br />service. Such deposit shall not be greater than the sum of the two (2) highest monthly bills rendered in <br />the past twelve (12) months for service at the location to be served. <br />'Cross references: Service charge on bad checks, § 11-8. <br />(e) Any deposit may be applied by the director of finance to any delinquent balance due on the <br />account for which the deposit was made. The director of finance may, and on application from the <br />customer shall, refund any deposit if the account for which it was made has had no termination for <br />nonpayment, and has not had two (2) or more bad checks received in payment, during the preceding <br />twelve (12) months. Likewise, upon voluntary termination of service to an account, the deposit shall first <br />• be applied to the balance due and the balance refunded to the customer. <br />(f) The director of finance and city manager are authorized to enter into agreements with responsible <br />organizations or individuals to provide for a guaranty of the account of individuals meeting established <br />6 <br />
