Sec. 31-161. Complaints against bills; testing meters; re -reading meters. <br />(a) A complaint against a water or sewer bill shall not be accepted as a proper excuse for the <br />complainant not paying such bill when due, nor exempt the complainant from the imposition of penalties <br />for failure to pay the bill at the proper time. <br />(b) On request of the consumer, the city shall cause the water meter to be tested, and if the meter is <br />found inaccurate, exceeding two (2) percent, the meter shall be replaced at the expense of the city. If the <br />meter is found to be accurate within two (2) percent, the consumer shall pay fifty dollars ($50.00) for this <br />service for a 5/8" meter. Meters larger than 5/8" will be charged at the actual cost or fifty dollars ($50.00) <br />whichever is greater. <br />(c) On request of the consumer, the city will re -read the water meter. For the first such re -read in a <br />year, there will be no charge. For subsequent requests, the consumer will paV a thirty-five dollar ($35.00) <br />charge, unless the meter is found to be malfunctioning or to have been mis-read. <br />2.
