association will be responsible for the maintenance of the rain gardens indicated on the Gaines <br />• Group drawings as set forth in a maintenance agreement that will be submitted to the city during <br />site plan review. <br />3. The proposed land uses on the Residential Component are shown on the Development Plan. <br />The applicant proposes to build 10 units of residential housing, 6 of which are detached and 4 of <br />which are attached. The setbacks are shown on the plan. The unit sizes will be between 1,300 sq. <br />feet and approximately 2,100 sq. feet, and will consist of 2 and 3 -bedroom units. Two 1,300 sq. <br />feet units will be designated to provide affordable housing as set forth in the proffers submitted <br />with the plan. There are no changes in uses in the commercial component. <br />4. The applicant will include open space in the amount of 11,179 sq, feet, approximately <br />25.5% of the total site area. The open space is comprised of landscaping along Carlton Road, <br />between the commercial and residential portions of the site, around residential units within the <br />project, rain gardens along Chestnut Street and Carlton Avenue, and two linear pocket parks. The <br />applicant agrees to plant 13 large caliper trees (large caliper 2-3 inch caliper) on the site, several <br />more than what is required. Over and above city requirements, there will also be a S2 -type buffer <br />on the east and north side of the development, including a solid fence and/or landscaping, as <br />shown on the Gaines Group drawings. <br />5. The applicant proposes, at his own cost, to build 5' wide sidewalks along Chestnut Street to <br />the west of the property and Carlton Avenue to the south, to be built in the city right of way, and <br />to connect with present sidewalks. <br />• 6. The linear pocket parks will be located between Units 4 & 5 and between Unit 2 & 3. The <br />pocket parks will be available for the enjoyment of all residents of Eddins Cottages. Rain <br />gardens will be installed along Chestnut Street and Carlton Avenue in front of units 1-6 that will <br />act as a form of bio -retention for the storm water runoff on this site. Rain gardens filter runoff, <br />recharge local ground water, improve water quality, protect rivers and streams, create habitat for <br />birds and butterflies, survive drought seasons, and enhance sidewalk appeal and garden <br />enjoyment. Rain gardens provide an aesthetic and environmental amenity. <br />7. Joining the properties under a common Mixed Use PUD designation accomplishes several <br />purposes: <br />1. It allows for greater density in the Residential Component, thereby increasing <br />the number of affordable housing units from 1 to 2. <br />2. It provides a more coherent zoning classification on a large site in the city, and <br />provides the city greater control of the site as a whole over time. <br />3.
