neighborhood development services ("pre-application conference") to discuss and review a proposal <br />for activities that require such certificate. The principal objective of the conference shall be to <br />• simplify and expedite the formal review process. <br />(c) A pre-application conference with the entire BAR is mandatory for the following activities <br />proposed within a major design control district: <br />(1) Development by the City of Charlottesville, or on land owned by the city; <br />(2) Development on property owned by the city that is being sold for private <br />development; <br />(3) Development being financed in whole or in part by the city, or by a related <br />governmental authority (such as the industrial Economic Development Authority or <br />the Redevelopment and Housing Authority); <br />(4) Development having a projected construction cost of three hundred fifty thousand <br />dollars ($350,000) or more; and, <br />(5) Any other development deemed significant by the director of neighborhood <br />development services or the chair of the BAR, due to its size, location or potential <br />impact on surrounding properties. <br />(6) The required pre-application conference shall take place prior to an applicant's <br />submission of a completed application. <br />Approved by Council <br />September 4, 2007 <br />Clei f City Council <br />F_IL <br />
