City Council —April 7, 2008 —First Reading <br />Subdivision Ordinance — Replaces Chapter 29 of City Code <br />40 Division 3. Streets. <br />Sec. 29-180. Streets; generally. <br />(a)Private Streets. Private streets are prohibited except pursuant to townhouse <br />developments under city code section 34-388(b). <br />Sec. 29-181. Coordination and extension of streets. <br />(a)Coordination. All streets within and contiguous to a subdivision shall be coordinated <br />with other existing or planned streets, and such streets shall also be coordinated with <br />existing or planned streets in existing or future adjacent or contiguous to adjacent <br />subdivisions, as to location, widths, grades and drainage. <br />(])Street names. Where a street is planned as a continuation of an existing street, <br />it shall bear the same name as the existing street. Street names must be approved <br />by the agent. New street names shall be different from existing street names <br />within the City or in Albemarle County, but an exception may be made for culs- <br />de-sac which have the same name as the road from which they originate <br />(example: "Rugby Circle" which originates from "Rugby Road"). <br />(2)Street signs. The subdivider shall purchase and install, in accordance with the <br />Federal Highway Administration Manual of Uniform Traffic Control Devices, all <br />applicable street signs. <br />• (b)Extension. All streets within a subdivision shall be extended and constructed to <br />the abutting property lines, except in the case of culs-de-sac, to provide vehicular, bike <br />and pedestrian interconnections to future development on adjoining lands in accordance <br />with the Standards and Design Manual. The arrangement of the streets shall provide <br />adequate access to adjoining lands within the subdivision where necessary to provide for <br />the orderly development of the city, including, but not limited to, reserving temporary <br />construction easements of sufficient area to accommodate the future completion of the <br />street when the adjoining lands are developed. <br />E <br />(c)Exceptions. The agent or commission may vary or grant exceptions to the <br />requirements of subsection (a). <br />(])The agent or commission reviewing a proposed variance or exception shall <br />consider, in addition to the matters set forth in section 29-36: (i) the engineering <br />requirements for coordination and connection; (ii) whether the need for <br />coordination and connection outweighs the impacts on environmental resources <br />such as streams, stream buffers, steep slopes, and floodplain; (iii) whether there is <br />an alternative street connection from another location in the subdivision that is <br />preferable because of design, traffic flow, or the promotion of the goals of the <br />comprehensive plan, including the applicable neighborhood plan. <br />Prepared March 26, 2008 29 <br />
