n <br />U <br />A RESOLUTION <br />URGING CONGRESSIONAL FUNDING OF <br />FEDERAL WATER POLLUTION CONTROL GRANTS <br />WHEREAS, the 99th Congress `adjourned without taking final action on <br />an appropriation for fiscal yearJA77 for a Construction Grants Program under. <br />the Federal Water Pollution._ Control Act (PL92-500); and <br />WHEREAS, such appropriation'is necessary if the.Rivanna Water and <br />Sewer Authority is to be able to proceed on schedule with .the construction of <br />the advanced waste water treatment plant to be located on Moores Creek; and <br />WHEREAS, the prompt completion of such plant is of vital importance <br />to this community in order to eliminate the adverse economic impact which <br />will result from extended application of the moratorium on sewer connections <br />in the Moores' Creek Drainage iBasin; and <br />WHEREAS, the completio I of such plant is also of great significance in . <br />improving the water quality and protecting.the natural environment in the <br />Rivanna River and the James River Basin; and . <br />. • WHEREAS, .it is impossible for such project to proceed without the <br />required federal funding; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that our Senators and Representative in the Congress <br />of the United States be requested to work for the speedy approval of an <br />appropriation bill funding the FY1977 Construction Grants Program under the <br />Federal Water Pollution Controll Act (PL92-500) when the new Congress <br />convenes in January; and <br />BE IT FURTHER RESOLVED that the Clerk of the Council be directed to <br />send a. certified copy of this •resolution to Senators Harry F. Byrd, Jr. and <br />William Scott and Representative J. Kenneth Robinson. <br />
