. • <br />• <br />URGING THE, <br />TO RES <br />WATER <br />-RESOLUTION <br />RNOR `AN`D'GENERA'L \ASSEMBLY. <br />STATE PARTICiPATION, IN \J <br />JTION 1CO`'NTROL 'GR�ANTS ' 1 <br />WHEREAS, the Commonwealth of Virginia has in the past reduced and <br />ultimately eliminated its participation in the funding of .Construction Grant <br />Programs under the, Federal Water Pollution Control Act (PL92-50,0); and <br />WHEREAS, such action on the part of the Commonwealth has unfairly <br />and inequitably created a new burden on local fiscal resources because the <br />Federal and State mandates upon localities to complete such programs were <br />not similarly reduced or eliminated; and <br />WHEREAS, such funds arenow'vitally needed by this community to <br />complete the Rivanna Water and Sewer Authority's advanced waste water <br />treatment plant in order to comply with mandates from the State Water Control <br />Board,and other regulatory bodies; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville that the Governor and General Assembly of Virginia be earnestly <br />requested to restore funds for State participation iri water, pollution control <br />projects to their originally committed ten percent funding level;. and <br />BE IT FURTHER RESOLVED that the,Clerk of the Council be. directed to <br />send a certified copy -of this reIsolution ,to Governor Mills E. Godwin, Jr. , <br />the Clerks of the Senate and House of to <br />of Virginia, and the members <br />of the General Assembly represenfing'Chariottesville. <br />Y <br />
