r <br />RESOLUTION OF THE COUNCIL OF THE <br />CITY OF CHARLOTTESVILLE APPROVING <br />THE REDEVELOPMENT PLAN AS AMENDED <br />• BY AMENDMENT NO. 4 FOR THE VINEGAR <br />HILL PROJECT, NO. VA. R-12 <br />WHEREAS, by Resolution adopted June 5, 1967 the City Council <br />approved the Redevelopment Plan for the Vinegar Hill Project which <br />provided for the existing project boundaries; and <br />WHEREAS, it is now desired to amend the project boundary in <br />such a manner as to include the entire right-of-way of West Main <br />Street from the east line of First Street to the Preston Avenue <br />intersection as is more specifically set forth in the boundary <br />description attached hereto and made a part hereof; and <br />WHEREAS, in order to amend the boundaries of the Redevelopment <br />Plan and Project it is necessary for City Council to take formal <br />action; and <br />WI REAS, under the provisions of Title I of the Housing Act, <br />of 1949, as amended, the Secretary of Housing and Urban Develop- <br />aent is authorized to provide financial assistance to Locai Pub- <br />lic Agencies for undertaking and carrying out Redevelopment <br />Projects; and <br />WHEREAS, it is provided in such Act that contracts for aid <br />thereunder shall require that the Redevelopment Plan for the re- <br />spective project area be approved by the governing body of the <br />locality in which the project is situated and that such approval <br />include finAings by the governing body that: <br />1. The financial aid to be provided in the contract <br />• <br />is necessary to enable the project to be undertaken <br />in accordance with the Redevelopment Plan; <br />2. The Redevelopment Plan will afford maximum opportunity, <br />consistent with the sound needs of the locality as a <br />whole, for the redevelopment of the redevelopment area <br />by private enterprise; - <br />3. The Redevelopment Plan conforms to a general plan for <br />the development of the locality as a whole, and <br />4. T'Ae Redevelopment Plan gives due consideration to the <br />provision of adequate park and recreational areas and <br />facilities, as may be desirable for neighborhood improve- <br />ment, with special consideration for the health, safety, <br />and welfare of children residing in the general vicinity <br />of the site covered by the Plan; and <br />WhEREAS, the Charlottesville Redevelopment and Housing Authority <br />(herein called the "Local Public agency") has entered into a loan <br />and grant contract for financial assistance under such Act with the <br />Gnizcw Stares of America, acting by and through the Secretary of <br />Housing ana Urban Development, pursuant to which 'federal funds were <br />pzovi.ded for the Redevelopment Project identified as "Vinegar Hili <br />Project., Project No. Va. R-12", and encompassing the area described <br />on -zhe attached boundary description in the City of Charlottesville, <br />State of Virginia (herein called the "Locality"); and <br />➢''�'R;iA3, the Lccal.
