r RESOLUTION OF THE COUNCIL OF THE CITY OF CHARLOTTESVILLE APPROVING THE REDEVELOPMENT PLAN AS AMENDED • BY AMENDMENT NO. 4 FOR THE VINEGAR HILL PROJECT, NO. VA. R-12 WHEREAS, by Resolution adopted June 5, 1967 the City Council approved the Redevelopment Plan for the Vinegar Hill Project which provided for the existing project boundaries; and WHEREAS, it is now desired to amend the project boundary in such a manner as to include the entire right-of-way of West Main Street from the east line of First Street to the Preston Avenue intersection as is more specifically set forth in the boundary description attached hereto and made a part hereof; and WHEREAS, in order to amend the boundaries of the Redevelopment Plan and Project it is necessary for City Council to take formal action; and WI REAS, under the provisions of Title I of the Housing Act, of 1949, as amended, the Secretary of Housing and Urban Develop- aent is authorized to provide financial assistance to Locai Pub- lic Agencies for undertaking and carrying out Redevelopment Projects; and WHEREAS, it is provided in such Act that contracts for aid thereunder shall require that the Redevelopment Plan for the re- spective project area be approved by the governing body of the locality in which the project is situated and that such approval include finAings by the governing body that: 1. The financial aid to be provided in the contract • is necessary to enable the project to be undertaken in accordance with the Redevelopment Plan; 2. The Redevelopment Plan will afford maximum opportunity, consistent with the sound needs of the locality as a whole, for the redevelopment of the redevelopment area by private enterprise; - 3. The Redevelopment Plan conforms to a general plan for the development of the locality as a whole, and 4. T'Ae Redevelopment Plan gives due consideration to the provision of adequate park and recreational areas and facilities, as may be desirable for neighborhood improve- ment, with special consideration for the health, safety, and welfare of children residing in the general vicinity of the site covered by the Plan; and WhEREAS, the Charlottesville Redevelopment and Housing Authority (herein called the "Local Public agency") has entered into a loan and grant contract for financial assistance under such Act with the Gnizcw Stares of America, acting by and through the Secretary of Housing ana Urban Development, pursuant to which 'federal funds were pzovi.ded for the Redevelopment Project identified as "Vinegar Hili Project., Project No. Va. R-12", and encompassing the area described on -zhe attached boundary description in the City of Charlottesville, State of Virginia (herein called the "Locality"); and ➢''�'R;iA3, the Lccal.
