WHEREAS, the Local Public Agency proposes to enter into an amended loan and grant contract with the Department of Housing and Urban Development for the undertaking of the Project; and h7iERE,kS, r_he'. Local Public Agency has herotofore mare c_- •f _ I i _ - e . oration � physical co ion - ic.z urc'„ land c ma int a nces,and sour cultural an, Ecun..:,i._•_ c....5i tions of the Project area and has deternnned !Aat the area as ._mended is a slum, blighted and deteriorating area an& :..at __ is detrimental and a menace to the safety, health, and welfare of the inhabitants and users thereof and of the noc-ality ._z _arca, ;....__,:se of dilapidation, obsolescence, overcrowding, faniry ax rongament or design, lack of ventilation, light, and sani- tary faci2 itia , excessive land coverage, deliterious land uses, oL o}+s olein, layout, or a combination of these or other factors, a sal the ..e:;;cers of this Governing Body have been fully apprised by the LocalPublic Agency, and are aware of these facts and conditions; a rd WHEREAS, there has been prepared and referred to the City Council of the Locality (herein called the ''Governing Body'') for review and approval a Redevelopment Plan for the Project Area, as amended by Amendment No. 4, and dated May 1978 and consisting of seventeen pages of text and 2 exhibits; and W' RE?.S, a general plan has been prepared and is recognized ard.used as a guide for the general development of the Locality as a whole; and .•::?a: said Redevelopment Plan for the Project area pre- scribes certain land uses for the Project area ane will require among other things, the vacating and removal of streets, alleys, an" other -public rights-of-way, the establishment of new street patterns, the location and relocation of sewer and water mains and other pallac facilities; and • "= :-='.', the: Local Public Agency has heretofore prepared and submitted proposals for the relocation of families and businesses 0._,t may be displaced as a result of carrying out the project in acccfdance wi.zh said Redevelopment Plan; and WHEREAS there has heretofore been presented to. the Governing Bray infcr:::ation and data respecting the relocation proposals here- -e- arec by the Local Public Agency as a resulc of studies, cve;s, arJd inspections in the Project area and assembling and analysis of the, Sava and information obtained from such studies, surveys, cud inspections; and WHEREAS, no relocation liability shall result from this plan amend- ment; and WHEREAS, it is necessary that the Governing Body take appropriate official action respecting the said Redevelopment Plan for the Project in conformity with the contract for financial assistance between the Local Public Agency and the United States of America acting by and through the Secretary of Housing and Urban Development; and [J - 2 -
