Local Public Agency has herotofore mare c_- <br />•f _ I i _ - e . oration � physical co ion - ic.z urc'„ <br />land c ma int a nces,and sour cultural an, <br />Ecun..:,i._•_ c....5i tions of the Project area and has deternnned !Aat <br />the area as ._mended is a slum, blighted and deteriorating area <br />an& :..at __ is detrimental and a menace to the safety, health, <br />and welfare of the inhabitants and users thereof and of the noc-ality <br />._z _arca, ;....__,:se of dilapidation, obsolescence, overcrowding, <br />faniry ax rongament or design, lack of ventilation, light, and sani- <br />tary faci2 itia , excessive land coverage, deliterious land uses, <br />oL o}+s olein, layout, or a combination of these or other factors, <br />a sal the ..e:;;cers of this Governing Body have been fully apprised by <br />the LocalPublic Agency, and are aware of these facts and conditions; <br />a rd <br />WHEREAS, there has been prepared and referred to the City Council <br />of the Locality (herein called the ''Governing Body'') for review and <br />approval a Redevelopment Plan for the Project Area, as amended by <br />Amendment No. 4, and dated May 1978 and consisting of seventeen pages <br />of text and 2 exhibits; and <br />W' RE?.S, a general plan has been prepared and is recognized <br />ard.used as a guide for the general development of the Locality <br />as a whole; and <br />.•::?a: said Redevelopment Plan for the Project area pre- <br />scribes certain land uses for the Project area ane will require <br />among other things, the vacating and removal of streets, alleys, <br />an" other -public rights-of-way, the establishment of new street <br />patterns, the location and relocation of sewer and water mains and <br />other pallac facilities; and <br />• "= :-='.', the: Local Public Agency has heretofore prepared and <br />submitted proposals for the relocation of families and businesses <br />0._,t may be displaced as a result of carrying out the project in <br />acccfdance wi.zh said Redevelopment Plan; and <br />WHEREAS there has heretofore been presented to. the Governing <br />Bray infcr:::ation and data respecting the relocation proposals here- <br />-e- arec by the Local Public Agency as a resulc of studies, <br />cve;s, arJd inspections in the Project area and assembling and <br />analysis of the, Sava and information obtained from such studies, <br />surveys, cud inspections; and <br />WHEREAS, no relocation liability shall result from this plan amend- <br />ment; and <br />WHEREAS, it is necessary that the Governing Body take appropriate <br />official action respecting the said Redevelopment Plan for the Project <br />in conformity with the contract for financial assistance between the <br />Local Public Agency and the United States of America acting by and <br />through the Secretary of Housing and Urban Development; and <br />[J <br />- 2 - <br />
